Summary:

The purpose of this program is to encourage the establishment and maintenance of effective state programs intended to ensure dam safety, to protect human life and property, and to improve state dam safety programs. The program informs decision-making on where best to invest limited resources to reduce risk to the public and property associated with dams through risk analysis and risk prioritization methodologies,

Award recipients are encouraged to access and apply risk analysis best practices and share critical data analysis with key stakeholders within their emergency management community. Specifically, the program's objectives are to:

  • Reduce risks to life and property associated with dams
  • Increase awareness of the risks associated with dams and the benefits of state dam safety programs
  • Advance the state of practice of dam safety and dam risk management

Examples of eligible activities include:

  • Performing targeted safety inspections of high-hazard (HH) dams/dams of highest consequence
  • Performing targeted condition assessments and evaluations of reservoirs and HH dams/dams of highest consequence
  • Developing new and/or updated emergency action plans (EAPs) for HH dams/dams of highest consequence
  • Implementing enforcement actions to compel owners of unsafe, high-hazard-potential dams to take action to reduce risk, including official notices of violations, civil or criminal penalties, reservoir restrictions, or safe breachings of dams
  • Executing targeted outreach and messaging strategies to inform the public and stakeholders of dam risks and actions that individuals/organizations/communities need to take
  • Establishing and maintaining assessment tools for gauging effectiveness of targeted public outreach about hazards and risks associated with dams
  • Identifying and applying best practices that advance operations of state dam safety programs, including software that assesses, monitors, models, and analyzes potential and real risk
  • Conducting risk identification analysis and risk prioritization methodologies to inform decision-making in dam rehabilitation or removal projects of High Hazard Potential Dams (HHPD)
  • Implementing state dam sector cybersecurity frameworks
  • Providing professional education, workshops, and training on content, such as dam operations and safety standards, industry best practices, risk assessment methodologies, and risk communication strategies for dam owners, local officials, and state dam safety staff

Eligibility is limited to states located in Federal Emergency Management Agency (FEMA) Region 3, which includes Delaware, the District of Columbia, Maryland, Pennsylvania, Virginia, and West Virginia.

Eligible applicants are states that are located in Federal Emergency Management Agency (FEMA) Region 3, which includes Delaware, the District of Columbia, Maryland, Pennsylvania, Virginia, and West Virginia.

Applicants must:

  • Have a dam safety program authorized by state legislation that is working toward meeting specific criteria and budgeting requirements
  • Have a state-authorized dam safety program that meets all the other requirements outlined on pages 7-8 of the NOFA file
  • Maintain the aggregate state expenditures from all other sources for programs to ensure dam safety for the protection of human life and property at or above a level equal to the average annual level of such expenditures for the two fiscal years preceding the current fiscal year

  • SAM (System for Award Management) registration
  • SPOC (state Single Point of Contact) notification

Applicants may obtain a UEI number and verify or renew SAM registration status at www.ecivis.com/sam. Applicants in states participating in the SPOC program must contact the relevant SPOC listed in the SPOC file before applying.

Applications will be evaluated based on programmatic criteria, financial integrity criteria, and supplemental financial criteria, as outlined on pages 22-23 of the NOFA file.

Funding Notes:

A total of $11 million is available to support approximately 50 awards through this program nationwide, with an unspecified amount available to support awards in Federal Emergency Management Agency (FEMA) Region 3.

Award selections are anticipated to be made on August 5, 2022, and awards are anticipated to be made by August 15. 2022.

Project periods will last 12 months, beginning on August 15, 2022, and ending on August 14, 2023. Extensions of up to six months beyond the original project period will be considered only through formal, written requests, as detailed on pages 33-34 of the NOFA file.

Award recipients must maintain aggregate expenditures from all other sources for all programs to ensure dam safety for the protection of human life and property at or above a level equal to the average annual level of such expenditures for the two fiscal years preceding the current fiscal year.

Funds may not be used for:

  • Matching funds for any other federal awards
  • Lobbying
  • Intervention in federal regulatory or adjudicatory proceedings
  • Suing the federal government or any other government entity
  • Covered telecommunications equipment or services, as outlined on page 20 of the NOFA file
  • Pre-award costs
  • Management and administration costs
  • Construction and renovation costs
  • International travel, unless approved in advance by the funding agency

For FY 2022, five awards ranging from $78,428 to $358,520 were distributed through this program. For FY 2021, five awards ranging from $42,180 to $192,912 were distributed. For FY 2020, five awards ranging from $44,036 to $170,332 were distributed. Refer to the Award file for details.
