Summary:
The purpose of this program is to support the implementation of strategies to improve post-consumer materials management and infrastructure, and improve local post-consumer materials management and recycling programs. Funding will support states and territories to improve post-consumer materials management programs through planning, data collection, and the implementation of plans.
Eligible activities include:
- Developing or updating plans to advance post-consumer materials management, including solid waste management plans for Title 40, Part 256 of the Code of Federal Regulations (CFR) or other planning documents, such as circular economy plans
- Developing, strengthening, and/or implementing comprehensive data collection efforts, including statewide data collection efforts or other targeted waste characterization studies, that demonstrate progress toward the national recycling goal and the food loss and waste reduction goal as well as other national and state recycling and/or circular economy goals
- Supporting the state-led implementation of plans to advance post-consumer materials management

Eligible applicants are:
- States, including the District of Columbia
- U.S. territories, including American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands
The notice of intent to participate (NOIP) must be submitted by an official within the governor’s office, the director of the designated agency, or other authorized official.

- Georgia Environmental Protection Division (Atlanta, GA)

NOIPs must be emailed to the address provided in the Contact section and to the appropriate regional representative of the funding agency listed on pages 2-3 of the NOFA file.
The contents of the NOIP will become available upon initiation of the submission process. The funding agency has sent a NOIP template to eligible states and territories that may be used for submission.

Summary: |
The purpose of this program is to support the implementation of strategies to improve post-consumer materials management and infrastructure and improve local post-consumer materials management and recycling programs. Georgia Environmental Protection Division requested $713,380 to procure a contractor in order to conduct a statewide data collection effort to develop a report for Georgia’s Regional Commissions and local governments to incorporate strategies to advance post-consumer materials management in solid waste management planning. The report will analyze post-consumer materials samples taken from permitted solid waste-handling facilities, including landfills, materials recovery facilities (MRFs), compost and anaerobic digestion operations, shredding, baling, and other general processing operations, and from other non-permitted material recovery operations. |
