Summary:
The purpose of this program is to help bridge the digital divide by facilitating the promotion of the Affordable Connectivity Program (ACP) to increase awareness of, and participation among, eligible households by providing assistance with the completion and submission of the ACP application.The ACP is a benefit program that helps ensure that qualifying low-income households can afford the broadband they need for work, school, health care, and more. Funding will support trusted community messengers to develop innovative outreach strategies to reach historically underserved and unserved communities, including low-income households, aging populations, individuals with disabilities, individuals with language barriers, racial and ethnic minorities, and rural inhabitants. Program objectives include:
- Expanding and supporting diverse and impactful outreach efforts nationwide
- Strengthening outreach partners nationwide by empowering them to mobilize people and organizations to help raise awareness about the ACP
- Learning how the assistance of a navigator helps eligible households overcome enrollment barriers
- Increasing ACP enrollment as a result of activities funded through this program
For FY 2023, priority will be given to projects that meet one or more of the following criteria:
- Target a broad geographic area and/or large number of people in the target audiences for ACP outreach
- Incorporate effective tracking and performance measurements to provide valuable information, especially relating to enrollment barriers and under-enrolled communities, to the funding agency
- Encourage participation by those in the applicant’s target communities that have a low participation in the ACP, including participation by those in Federal Public Housing Assistance (FPHA) programs
- Target unserved low-income households or individuals that are not currently on a low-income broadband plan or that do not have broadband service
Eligible uses of funds include:
- ACP application assistance
- Digital campaigns
- Outreach materials
- Direct mail
- ACP service provider locator
- Personnel costs
- Fringe benefits
- Planning costs
- Travel costs
- Supplies

Award recipients must maintain neutrality among participating service providers or groups of service providers when conducting outreach activities, as detailed on page 20 of the NOFA file.
Funding will be provided for the following program components:
- (Part A): Your Home, Your Internet (YHYI) Outreach Grants
- (Part B): Navigator Pilot Program (NPP) Outreach Grants
The purpose of the Your Home, Your Internet (YHYI) Outreach Grants component is to support outreach activities, including application assistance, to increase awareness and encourage participation in the ACP for households receiving federal housing assistance. Applicants are encouraged to propose application assistance tools, which will be evaluated by the funding agency.

Eligibility Notes:
Eligible applicants include state, local, and tribal housing agencies, including housing authorities.
Tenant associations as well as nonprofit and community-based entities that have a partnership with a federal, state, local, or tribal housing agency are also eligible to apply. Eligible nonprofit organizations are not required to have 501(c)(3) status.
Eligible applicants may be located within U.S. territories.
All applicants must register for a Federal Communications Commission (FCC) Registration Number (FRN), as detailed on page 18 of the NOFA file.
No more than one application will be accepted per applicant. Applicants that are government agencies within a state or U.S. territory may submit separate applications; however, states and U.S. territories may establish a single point of contact to coordinate among entities within the state or U.S. territory that have relevant outreach responsibilities related to implementing projects. States and U.S. territories are encouraged to coordinate with trusted messengers and leaders from underserved and unserved communities in their states.
Applicants for this component may also apply for the Navigator Pilot Program (NPP) Outreach Grants component of this program, known in eCivis Grants Network as US17832B.
Broadband providers and their subsidiaries, affiliates, representatives, contractors, and agents are not eligible for funding through this program as award recipients, pass-through entities, or subrecipients, as detailed on pages 11-12 of the NOFA file. For municipal broadband providers, the exclusion of broadband providers and their affiliates, subsidiaries, or representatives from eligibility does not extend to separate arms of the municipality that do not maintain, manage, or operate the municipal broadband network.
The following entities are not eligible to apply:
- Broadband industry groups and trade associations that represent broadband providers
- Entities that are debarred, suspended, or otherwise excluded from, or ineligible for, participation in federal assistance programs or activities
- Entities that are ineligible by statute, such as:
- 501(c)(4) nonprofit organizations that engage in lobbying activities
- Organizations that are indebted to the United States and have judgment liens filed against them
- Federal entities

Applications that pass the eligibility/compliance review will be evaluated according to the following merit review criteria:
- Applicant’s ability to conduct impactful outreach to target populations
- Potential impact of the applicant’s proposed pilot project
- Quality and feasibility of applicant’s proposed outreach
- Budget
In addition, the funding agency will weigh the interest in geographic and entity type diversity against the applicant’s final score as part of the application evaluation process.

Matching funds are not required for this program; however, priority consideration may be given to applicants that provide additional cash and/or in-kind contributions in the event of a tie during the application evaluation process.
All matching funds must be used within the project period.
The following may not be used as a match:
- In-kind contributions provided by any broadband provider or a specific group of Affordable Connectivity Program (ACP)-participating providers, including broadband industry groups and trade associations
- Federal funds, unless otherwise authorized by federal statute
Projects may include funds from multiple funding sources under the Affordable Connectivity Outreach Grant Program overall; however, funds may not be transferred between programs, as detailed on page 21 of the NOFA file.
Funding Notes:
Up to $10 million is available for this program overall, with up to $5 million available to support awards through this component.
Funding will be provided on a reimbursement basis.
Funding selections are anticipated to be made by March 2023. Awards will be made no later than in March 2023,
The project period will last 12 months, from March 2023 to March 2024. Extensions to the project period for up to a six-month period may be allowed on a case-by-case basis with prior written approval by the funding agency, as detailed on page 32 of the NOFA file. Extension requests must be submitted at least 120 days prior to the end of the original project period.
Costs for supplies are limited to $5,000.
Project management and administrative costs are limited to 5 percent of the total award amount.
Funds may not be used for:
- Activities that make a profit from, or otherwise financially benefit, from conducting ACP outreach
- Supplanting other outreach funding
- Activities that include other incremental charges above actual cost of proposed outreach activities, or fees or charges to eligible households for educating or providing enrollment assistance
- Commission or compensation to individuals conducting outreach based on the number of ACP applications submitted or households enrolled
- Remote ACP application assistance
- Lobbying
- Purchasing certain telecommunications and video surveillance products and contracting with certain related entities, as detailed on page 42 of the NOFA file
- Pre-award costs, including application preparation and submission costs
- Exercises
- Equipment
