Summary:

The purpose of this program is to improve coordination to enhance access and mobility to vital community services for older adults, people with disabilities, and people of low income. Funding will support innovative mobility management capital projects that will improve the coordination of transportation services and non-emergency medical transportation (NEMT) services. For FY 2024, the funding agency intends to target funding for regional and statewide mobility management capital projects that support coordination and enable comprehensive community access, including access to NEMT, for underserved groups. This program is intended to identify and test promising, innovative, coordinated mobility strategies that other communities can replicate. Program goals include:

  • Improving access to coordinated transportation services
  • Reducing duplication of service
  • Enhancing efficiency of federal programs that may fund human service transportation

Eligible projects include:

  • Regional or statewide mobility management projects
  • Deployment of coordination technology
  • Regional or statewide projects that create or increase access to one-call/one-click centers

The funding agency also seeks projects that will create proportional impacts to all populations in a project area, remove transportation-related disparities to all populations in a project area, and increase equitable access to project benefits. Priority consideration will be given to projects that support the federal Justice40 initiative by benefiting historically disadvantaged communities.

Successful projects will prioritize coordination, including coordination with recipients of funding from federal agencies that are members of the Coordinating Council on Access and Mobility (CCAM), that enhances access and mobility to vital community services for older adults, people with disabilities, and people of low income.

Award recipients must develop an interagency coordinating work group at the regional or state level. Award recipients must adopt:

  • Consistent driver and vehicle standards
  • Cost allocation rate(s) when clients of different programs use a single transportation service
  • Rate-setting methodology based on the cost allocation rate of providing transportation
  • Cost allocation technology

Applicants must demonstrate that the proposed project was planned through an inclusive process with the involvement of the transportation, health care, and human service sectors.

Eligible costs include capital expenditures, including mobility management costs, that are included in the state transportation improvement plan/transportation improvement plan; and indirect costs. Vehicles used for public transportation are also eligible for purchase, including electric, hybrid, and autonomous vehicles.

Eligibility Notes:

Eligible applicants are state departments of transportation, designated recipients for Section 5310 funds, local governmental entities that operate a public transportation service, or their eligible subrecipients that have the authority and technical capacity to implement a regional or statewide cost allocation pilot project. Eligible subrecipients include nonprofit organizations, state and local government authorities, and operators of public transportation.

Private entities that provide shared-ride on-demand services to the general public on a regular basis are considered operators of public transportation and are therefore eligible subrecipients.

Applicants must serve as the lead agency of a regional or statewide consortium that includes stakeholders from transportation, health care, human service, or other sectors. Consortium members are eligible as subrecipients if they would otherwise be eligible subrecipients of Section 5310 funds.

Applicants are encouraged to coordinate with and engage their state Medicaid office to best understand and navigate Medicaid rules and regulations.

Applicants must demonstrate that the proposed project was planned through an inclusive process with the involvement of the transportation, health care, and human service sectors.

No more than one project may be included in each application. The funding agency encourages states and other applicants to submit a single application that includes multiple activities to be evaluated as a consolidated application.

Previous award recipients may apply for funding through this program if proposing a new or expanded project.

Organizations that do not operate public transportation are not eligible to apply.

Generally, applicants must provide at least 20 percent of project costs via nonfederal cash and/or in-kind contributions; however, the following exceptions apply:

  • Costs of vehicle acquisition for the purposes of complying with Americans with Disabilities Act (ADA) or Clean Air Act (CAA) requirements: the program will provide 85 percent of net vehicle acquisition costs, and applicants must provide at least 15 percent
  • Costs of vehicle-related equipment and facilities for the purposes of complying with ADA or CAA requirements: the program will provide 90 percent of net vehicle acquisition costs, and applicants must provide at least 10 percent

Eligible matching contributions include:

  • Cash from non-governmental sources, other than revenues from providing transit services
  • Non-farebox revenues from the operation of public transportation service, such as the sale of advertising and concession
  • Monies received under a service agreement with a state or local social service agency or private social service organization
  • Undistributed cash surpluses, replacement, or depreciation cash funds, reserves available in cash, or new capital
  • In-kind contributions integral to the project
  • Revenue bond proceeds for a capital project, with prior funding agency approval
  • Transportation development credits

The provision and availability of matching contributions will be a factor in the application evaluation process.

The value of volunteered services and in-kind contributions must be documented and supported, represent a cost which would otherwise be eligible under this program, and be included in the net project costs in the project budget.

Federal funds may not be used as matching contributions, unless the source of such federal funds explicitly authorizes their use to fulfill matching requirements for other federal programs.

Funding Notes:

A total of $4,701,218 is available to support awards through this program. An additional $4,823,972 may become available to support awards through this program.

There are no minimum or maximum award amounts; however, the funding agency encourages applicants to identify scaled funding options in the event insufficient funding is available to provide awards at the requested amounts.

Award announcements will be made in summer 2024.

Projects will operate as pilots for up to 24 months. Within the first year of the project period, projects must be able to demonstrate significant progress toward increased state interagency coordination.

Funds may not be used for costs incurred prior to the funding agency issuing pre-award authority. The funding agency intends to issue pre-award authority to incur costs for selected projects beginning on the date that award announcements are issued.

Funds may not be used for meal delivery services, but meal delivery is an eligible incidental use activity.

For FY 2024, a total of $7,833,610 was distributed via 17 awards ranging from $73,600 to $1,824,640 through this program. For FY 2021, a total of $8,404,279 was distributed via 17 awards ranging from $96,000 to $2,813,123. Refer to the Award file for details.
