Summary:

The purpose of this program is to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment by supporting the deployment, installation, and operation of advanced transportation technologies. The funding agency intends for these model technology deployments to help demonstrate how emerging transportation technologies, data, and their application can be effectively deployed and integrated with existing systems to provide access to essential services and other destinations. This also includes efforts to:

  • Increase connectivity to employment, education, services, and other opportunities
  • Support workforce development
  • Contribute to increased mobility, particularly for persons with visible and hidden disabilities and elderly individuals

The goals of this program include:

  • Reduction in the number and severity of traffic crashes and an increase in driver, passenger, and pedestrian safety
  • Delivery of economic benefits by reducing delays; improving system performance and throughput; and providing for the safe, efficient and reliable movement of people, goods, and services
  • Demonstration, quantification, and evaluation of the impact of advanced technologies, strategies, and applications toward improved safety, efficiency, equity, and sustainable movement of people and goods
  • Improvements in the mobility of people and goods
  • Improvements in the durability and life extension of transportation infrastructure
  • Reduced costs and improved return on investments, including through optimization of existing transportation capacity
  • Protection of the environment and delivery of  environmental benefits that alleviate congestion, reduce transportation-related emissions, and streamline traffic flow
  • Measurement and improvement of the operational performance of the applicable transportation networks
  • Facilitation of account-based payments for transportation access and services and integration of payment systems across modes
  • Integration of advanced technologies into transportation system management and operations

Advanced transportation and congestion management technologies that may be deployed through this program include:

  • Advanced traveler information systems
  • Advanced transportation management technologies
  • Advanced transportation technologies to improve emergency evacuation and response by federal, state, and local authorities
  • Infrastructure maintenance, monitoring, and condition assessment
  • Advanced public transportation systems
  • Transportation system performance data collection, analysis, and dissemination systems
  • Advanced safety systems, including vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) communications; technologies associated with autonomous vehicles; and other collision avoidance technologies, including systems using cellular technology
  • Integration of intelligent transportation systems with the smart grid and other energy distribution and charging systems
  • Integrated corridor management systems
  • Advanced parking reservation or variable pricing systems

The funding agency is particularly interested in projects that benefit the following focus areas:

  • State of good repair
  • Integration of intelligent transportation systems with the smart grid and other energy distribution and charging systems
  • Advanced public transportation systems
  • Efficiency of freight movement
  • Rural Opportunities to Use Transportation for Economic Success (ROUTES) initiative
  • Complete trip program
  • Data availability

The funding agency also seeks projects that address climate change and sustainability; equity; and workforce development, job quality, and wealth creation, as detailed on pages 12-13 of the NOFA file.

Eligibility Notes:

Eligible applicants are:

  • State or local governments
  • Transit agencies
  • Metropolitan planning organizations (MPOs)
  • Other political subdivisions of a state or local government, such as publicly owned toll or port authorities
  • Multijurisdictional groups or consortia of research institutions or academic institutions

Typically, consortia are meaningful arrangements with all members involved in planning the overall direction of the group's activities and participating in most aspects of the group. Consortia should represent a long-term relationship intended to last the full life of the supported project.

Partnership with the private sector or public agencies, including multimodal and multijurisdictional entities, research institutions, organizations representing transportation and technology leaders, or other transportation stakeholders, is encouraged.

Applicants may submit multiple applications. Applicants may also seek funding for their projects from other funding agency programs; however, applicants must detail, in their applications, all federal funding that has been received or requested for projects.

Applications submitted by sole research or academic institutions that are not part of consortia will not be eligible.

Technical applications, excluding the cover page and table of contents, resumes, and exhibitions/attachments, may not exceed 30 pages. Only five key personnel may be proposed in the application. Individual resumes are limited to four pages each. The budget application must be submitted as one file. Volume 2 must be provided in .pdf format. The funding agency recommends the technical application file be formatted on single-spaced, standard-sized pages with one-inch margins, using a standard 12-point font, such as Times New Roman. All pages must be consecutively numbered. The funding agency suggests that pictures, graphics, and other large files be reduced in number and quality to keep the size of the files in line with the suggested maximum application size of 200 MB.

Applicants must provide at least 20 percent of the total project costs via nonfederal cash and/or in-kind contributions. Matching contributions may include general treasury funds, revolving loan funds, capital budgets, labor, and equipment.

Other federal funds using their appropriate matching share may be leveraged but will not be considered matching funds unless otherwise supported by statute.

Pre-award costs may not be used as matching contributions.

Funding Notes:

Up to $120 million is expected to be available to support 10 to 20 cost-reimbursable cooperative agreements or allocations to state departments of transportation of up to $12 million per fiscal year through this program. A total of $60 million of funding is available for each of the fiscal years 2023 and 2024. Up to $2 million may be set aside in each fiscal year for the funding agency's administrative costs. 

At least 20 percent of the funds available under this program will be reserved for projects serving rural areas, defined as an area with a population of fewer than 50,000, according to 2020 census data.

Funding will be provided on a reimbursement basis.

Project periods will span from two to four years. Refer to pages 56-58 of the NOFA file for information regarding the timing of required deliverables. Applicants must hold a preliminary project kick-off meeting within six weeks of award announcements.

All project income must be added to awards and used for the same purposes. Project income that applicants did not anticipate at the time of application must be used to reduce federal awards rather than to increase the funds committed to the project.

Conference costs and subawards will only be allowed with prior approval from the funding agency.

No more than 5 percent of awarded funds in each fiscal year may be used to carry out planning and reporting requirements.

Funds may not be used for:

  • Supporting or opposing union organizing
  • Pre-award costs
  • Application preparation costs
  • Food and beverage costs as conference expenses

For FY 2023/2024, more than $96.5 million was distributed via 20 awards ranging from $551,732 to $11,945,832 through this program. For FY 2022, a total of $52,780,000 was distributed via eight awards ranging from $1 million to $11,935,000. Refer to the Award file for details.
