Summary:
The purpose of this program is to improve the safety, efficiency, and reliability of the movement of people and freight over bridges. This program also seeks to improve the condition of bridges in the United States by:
- Reducing the number of bridges in poor condition or in fair condition and at risk of falling into poor condition within the next three years
- Reducing the total person miles traveled over bridges in poor condition or in fair condition and at risk of falling into poor condition within the next three years
- Reducing the number of bridges that do not meet current geometric design standards or that cannot meet the load and traffic requirements typical of the regional transportation network
- Reducing the total person miles traveled over bridges that do not meet current geometric design standards or that cannot meet the load and traffic requirements typical of the regional transportation network
Funding will be provided for the following program components:
- (Part A): Planning Grants
- (Part B): Bridge Project Grants
- (Part C): Large Bridge Projects
The purpose of the Bridge Project Grants component is to replace, rehabilitate, preserve, or protect one or more bridges on the National Bridge Inventory (NBI). Bridge projects must have total eligible costs no greater than $100 million, and may include bridge bundling and culverts. Bridge projects must be reasonably expected to begin construction no later than 18 months after the date on which funds are obligated, and preliminary engineering must have already been completed.
Eligible project costs include:
- Development phase activities, including planning, feasibility analyses, revenue forecasting, environmental review, preliminary engineering and design work, and other preconstruction activities
- Construction, including replacement and preservation, reconstruction, rehabilitation, acquisition of real property, environmental mitigation, construction contingencies, acquisition of equipment, and operational improvements directly related to improving system performance
- Expenses related to the protection as described in 23 U.S.C. 133(b)(10) of a bridge, including seismic or scour protection
- Subsidy and administrative costs necessary to provide federal credit assistance under 23 U.S.C. Chapter 6
Priority consideration will be given to projects that:
- Plan to improve the condition of a bridge or bundle of bridges in poor condition or in fair condition and at risk of falling into poor condition within the next three years
- Demonstrate that without an award from this program, they would not be able to be completed
If both of these two considerations are met, priority will be given to projects that have one or more of the following characteristics:
- The applicants are a federal lands management agency (FLMA) that owns the bridge and a state, and the application provides evidence that upon completion of the project, the bridge will be divested
- The project is or will be ready to proceed to the next stage of project delivery within 12 months of a categorical exclusion (CE) determination, finding of no significant impact (FONSI), or record of decision (ROD)
- The project includes accommodation for transit and/or multimodal transportation such as the inclusion of bus rapid lanes on the bridge and pedestrian/bicycle facilities
- The project considers workforce development, job quality, and wealth creation such as the creation of good-paying jobs directly related to the project, that may result in equitable access to those jobs, with a free and fair choice to join a union, expand training programs, and incorporates strong labor standards and includes strategies such as targeted hiring preferences for bringing in and retention of historically under-represented workers into the workforce
- That without an award from this program, construction of the project is unlikely to commence before September 30 of the fiscal year plus three years

Eligible applicants are:
- States, including the District of Columbia or Puerto Rico, or groups of states
- Metropolitan planning organizations that serve urbanized areas with populations over 200,000
- Units of local government or groups of local governments
- Political subdivisions of a state or local government
- Special purpose districts or public authorities with a transportation function
- Federal land management agencies (FLMAs)
- Tribal governments or consortia of tribal governments
- Multistate or multijurisdictional groups of entities as described above
Multiple states or multijurisdictional groups that submit joint applications must identify a lead applicant as the primary point of contact.
During the period of FY 2022 through FY 2026, in each state from which an eligible project is submitted, the funding agency will issue at least one award through this program's Large Bridge Projects component, known in eCivis Grants Network as US17348C, that is deemed justified, or two awards through this component that are deemed justified. Priority will be given to applications from states that have not yet received awards for one large bridge project or two bridge project applications, until every state has received one large bridge project or two bridge project awards.
Applications submitted under one component of this program may receive funding under a different component than identified in the application based on the funding agency's review of the project schedule and total project cost.
Applications submitted to this component that are determined to be ineligible after the initial eligibility screening or rated not recommended after the merit criteria review may not be amended; however, applicants may submit a new application to be considered for future fiscal years of funding.

Applicants must provide at least 20 percent of the total eligible project costs. Federal assistance other than an award from this program may be combined with an award from the program, in which case the total federal assistance for a project may not exceed the federal share for the project under 23 U.S.C. 120, which can be found online at uscode.house.gov. In the case of an eligible project for an off-system bridge, federal assistance other than an award from this program may be combined with an award from this program, as long as the total federal assistance provided for such project does not exceed 90 percent of the total eligible project.
Nonfederal sources of match may include state funds originating from programs funded by state revenue, local funds originating from state or local revenue-funded programs, private funds, or other funding sources of nonfederal origin.
For projects under the program of a federal lands management agency (FLMA), a tribal government, or a consortium of tribal governments, award funds not derived from this program may be used to pay the remaining share of the cost of a project, and there are no maximum federal involvement limitations.
Unless otherwise authorized by statute, nonfederal match may not be counted as nonfederal share for both this program and another federal program.
Previously incurred costs or previously expended or encumbered funds may not be used towards the matching requirement unless the funding agency has approved a letter of no prejudice, as detailed on pages 28-29 of the NOFA file.
Funding Notes:
An unspecified amount of funding is available for this program overall, with $9.62 billion available in fiscal years 2023 through 2026, as detailed on page 17 of the NOFA file, to support awards through this component and this program's Large Bridge Project component, known in eCivis Grants Network as US17348C. Awards will be in an amount that is adequate to fully fund the project, in combination with other financial resources identified in the application, and no less than $2.5 million.
If an award recipient is a state department of transportation (state DOT), or if a state DOT serves as a pass-through entity to a non-state DOT entity, funds will be awarded upon the execution of a project agreement, which is a type of grant agreement for administration of funds allocated to a state DOT in the funding agency's Fiscal Management Information System (FMIS). If an award recipient is a non-state DOT, funds will be awarded upon the execution of a grant agreement with the funding agency. A determination will be made if the award recipient will administer the project or if the award recipient included a request for an applicable state DOT, federal lands highway division, federal lands management agency (FLMA), or tribal government to administer the project.
If an award recipient is a state DOT, or if a state DOT serves as a pass-through entity to a non-state DOT entity, the DOT payment system will be "Current Bill" in FMIS and the start of the period of performance will begin on the date the funds are authorized in FMIS and end on the project end date in FMIS. If an award recipient is a non-state DOT entity, the DOT payment system will be the funding agency's "DELPHI eInvoicing" and the period of performance will begin on the date the grant agreement is executed by the funding agency, which will obligate the funds, and end according to the period of performance listed in the grant agreement.
Funds are available for obligation for a total of four years, which include the fiscal year in which they are provided plus three additional years.
Projects are reasonably expected to begin construction no later than 18 months after the date on which funds are obligated for the project. Preliminary engineering for the project must already have been completed.
No more than 5 percent of the total funding available for each fiscal year for this program overall may be awarded to projects solely consisting of culvert replacement or rehabilitation.
Funds may not be used for pre-award costs unless the funding agency has approved a letter of no prejudice, as detailed on pages 28-29 of the NOFA file.
Funds may not be used to support or oppose union organizing.
For FY 2024, a total of $634,810,399 was distributed via 22 awards ranging from $2.7 million to $69,659,473 through this component. For FY 2022, a total of $295,748,713 was distributed via nine awards ranging from $11,505,044 to $73 million. Refer to the Award file for details.
