Summary:

The purpose of this program is to strengthen the nation's competitive advantage in clean energy by supporting the workforce development efforts of state energy offices that recruit, support, and train individuals to conduct energy audits, or survey, of commercial and residential buildings. As energy regulations and standards continue to evolve, change, and improve, the increase in energy auditors will promote sustainability efforts on the local, state, and national levels, assuring industry alignment with current and future clean energy requirements. Successful applicants will design their projects from both a strategic level, such as describing their planned training activities and opportunities for collaboration to demonstrate a clear need for commercial and/or residential energy auditors; and an operational level, such as incorporating in their plans how they would implement their comprehensive training and certification strategy, and including the activities that would be involved in such efforts.

The goals of this program are to offer auditor training certifications that:

  • Include informed curriculum and program design that aligns with current and future standards
  • Inform or empower states with current, standardized framing of the education and training requirements for energy auditors
  • Enlarge the pipeline of diverse talent by closing gaps in job access
  • Address workforce inclusion deficiencies and improve disparities with underrepresented groups
  • Connect auditor trainees to career opportunities that promote job quality and economic mobility
  • Inspire sustainability through intentional practices and partnerships that support infrastructure development and the long-term value of a clean energy workforce

Applicants must identify the covered certification(s) that their trainees will receive upon completion of the training curriculum. The covered certification(s) may include any of the following:

  • The American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) Building Energy Assessment
  • The Association of Energy Engineers (AEE) Certified Energy Auditor
  • The Building Performance Institute (BPI) Home Energy Professional Energy Auditor
  • The Residential Energy Services Network Home Energy Rater
  • Any other third-party certification recognized by the funding agency
  • Any third-party certification that the funding agency determines is equivalent to the aforementioned certifications

The funding agency encourages applicants to establish a plan that not only recruits and trains individuals from disadvantaged communities but that also provides energy audits for residents of disadvantaged communities.

Funding will be provided for the following program components:

  • (Part A): Topic Area 1: Commercial Energy Auditors
  • (Part B): Topic Area 2: Residential Energy Auditors

The purpose of the Topic Area 1: Commercial Energy Auditors is component is to provide funding to state energy offices to recruit, train, or enhance the training of commercial energy auditors. The funding agency expects that these trained energy auditors will be able to conduct energy audits prior to, and after, the investment of building energy efficiency improvements. Solutions may include training on building efficiency technologies that support the continued performance of commercial energy efficiency upgrades, energy codes, zero energy codes, and building performance standards; alignment of training curriculum with federal, state, association, and industry goals; and collaborative partnerships that refine business cases for green building construction and development of net-zero commercial buildings.

The proposed technical areas of interest of this component include:

  • Energy audits for compliance with commercial building codes, energy codes, zero energy codes, and building performance standards
  • Energy audit strategy and plan development, including to support a state's BIL Revolving Loan Fund Capitalization Grant Program funds
  • Energy use analysis
  • Data collection and analysis
  • Lighting systems
  • Economic analysis
  • Heating, ventilation, and air conditioning systems
  • Commercial applications of building science
  • Green building rating systems
  • Net-zero building and energy audits
  • ENERGY STAR management
  • Compressed air systems
  • Building envelope
  • Energy efficiency, commercial building electrification, and energy management
  • Commissioning/measurement and verification after building energy efficiency improvements

Eligibility Notes:

Eligible applicants are state energy offices that have demonstrated need for assistance for training energy auditors to conduct energy audits, or surveys, of commercial and residential buildings.

Applicants may be located in the U.S. states, the District of Columbia, American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands.

The funding agency strongly encourages applicants to collaborate with other partners that can support and advance the work of the program plan; however, application scores will not be negatively impacted if optional partners are not included. The funding agency strongly encourages applicants to forge robust partnerships with the state workforce system, local workforce boards, community-benefits organizations, and other partners to implement the award and to sustain activities beyond the project period.

Applicants may apply to both of this program's components; however, only one concept paper and one full application may be submitted per component. This limitation does not prohibit an applicant from collaborating on other applications so long as the entity is only listed as the applicant on one concept paper and one full application for each component; however, an entity may not be awarded more than $2 million cumulatively in program funding.

Only new applications will be accepted. Applications for renewals of existing awards will not be considered.

The following entities are not eligible to apply:

  • Local governments
  • Tribes
  • Nonprofit organizations
  • Educational institutions
  • Consortia

The due date for the concept paper has been extended to 5:00 p.m. ET on April 12, 2024. Additional information is included in the revised NOFA file.

Concept papers must be submitted online at infrastructure-exchange.energy.gov.

Concept papers must include:

  • Cover page (1 page max)
  • Statement of need (5 pages max)
  • Energy auditor training program plan (5 pages max)
  • Addendum (optional; 2 pages max)

Concept papers must be submitted in .pdf format and be formatted on standard-sized pages using at least one-inch margins and black Calibri font no smaller than 12-point, although figures and tables may be 10-point. References must be included as footnotes or endnotes, which will count toward the maximum page requirements, in at least 10-point font. The control number must be prominently displayed on the upper right corner of the header of every page and included in the file name. Page numbers must be included in the footer of every page. The maximum file size that may be uploaded is 50 MB. If a file exceeds 50 MB but is still within the maximum page limit, it must be broken into parts and denoted to that effect.

Concept papers will be evaluated according to the following criteria:

  • Statement of need demonstrates the need for assistance to train energy auditors to conduct energy audits or surveys of commercial and residential buildings
  • Applicant clearly describes the proposed project that provides a proposed training curriculum for energy audit trainees; identification of the covered certification(s) that those trainees will receive on completion of that training curriculum; expected per-individual cost of training; and plan for connecting trainees with employment opportunities
  • Applicant has identified opportunities for the program to support, coordinate, or collaborate with the State Energy Program, Energy Efficiency Revolving Loan Fund Capitalization Grant Program, State-Based Home Energy Efficiency Contractor Training Grants, Home Energy Rebates, Building Energy Codes, or other relevant programs
  • Proposed work, if successfully accomplished, would clearly meet the program objectives

The funding agency will encourage a subset of applicants to submit full applications, and other applicants will be discouraged from submitting a full application. An applicant that receives a discouraged notification may still submit a full application; however, by discouraging the submission of a full application, the funding agency intends to convey its lack of programmatic interest in the proposed project in an effort to save the applicant the time and expense of preparing a full application that is unlikely to be selected for award negotiations.

Matching funds are not required for this program; however, the funding agency encourages applicants to consider how they could leverage philanthropic and private sector cash and/or in-kind contributions to advance their goals and amplify the impact of the federal funds. If matching funds are proposed, they must be included in the budget and budget narrative, and applicants selected for award negotiations will be bound by the matching funds proposed in their full applications.

In-kind contributions may include volunteer personnel hours, donated existing equipment, and donated existing supplies.

Matching funds may not include:

  • Funds from other federal sources

Funding Notes:

An unspecified amount of funding is available to support approximately 20 to 30 awards for this program overall, with up to approximately $18 million available through this component to support an anticipated 10 to 15 awards expected to range from $200,000 to $2 million.

Award notifications are expected to be made on October 24, 2024.

The project period is expected to last 36 months and be comprised of one or more budget periods; however, the funding agency will consider applications that contain justification for a project period longer or shorter than 36 months.

Applicants selected for award negotiations must request prior written approval to charge pre-award costs.

Funds may not be used for:

  • Foreign travel costs
  • Lobbying
  • Certain telecommunications and video surveillance services or equipment, as detailed on page 90 of the NOFA file
  • Fee or profit
  • Translating purchased curriculum that is copyrighted
  • Training trainers
