Summary:

The purpose of this program is to improve roadway safety by significantly reducing or eliminating roadway fatalities and serious injuries through safety action plan development and refinement and implementation focused on all users, including pedestrians; bicyclists; public transportation, personal conveyance, and micromobility users; motorists; and commercial vehicle operators. This program provides funding to develop the tools to help strengthen a community's approach to roadway safety that saves lives and is designed to meet the needs of diverse local, tribal, and regional communities that differ dramatically in size, location, and experience in administering federal funding.

Priority will be given to projects that:

  • Promote safety to prevent death and serious injuries on public roadways
  • Employ low-cost, high-impact strategies that can improve safety over a wide geographic area
  • Ensure equitable investment in the safety needs of underserved communities, which includes both underserved urban and rural communities
  • Incorporate evidence-based projects and strategies and adopt innovative technologies and strategies
  • Demonstrate engagement with a variety of public and private stakeholders
  • Align with the funding agency's mission and strategic goals, such as safety; climate change and sustainability; equity and Justice40; and workforce development, job quality, and wealth creation

Funding will be provided for the following program components:

  • (Part A): Planning and Demonstration Grants
  • (Part B): Implementation Grants

The purpose of the Implementation Grants component is to help applicants implement strategies or projects that are consistent with an existing action plan that addresses roadway safety problems. Awards may also fund supplemental planning and demonstration activities as well as planning, design, and development activities for projects and strategies identified in an action plan. Applicants are encouraged to include supplemental planning and demonstration activities in their application.

Eligibility Notes:

Eligible applicants are:

  • Metropolitan planning organizations (MPOs)
  • Political subdivisions of a state or territory
  • Federally recognized tribal governments
  • Multijurisdictional groups of entities described in any of the aforementioned three types of entities

For the purposes of this program, a political subdivision of a state is defined as a unit of government under the authority of state law. This includes cities, towns, counties, special districts such as public universities, and similar units of local government. A transit district, authority, or public benefit corporation is eligible if it was created under state law, including transit authorities operated by political subdivisions of a state. Nonprofit organizations are eligible if they were created under state law with roadway safety and/or planning responsibilities equivalent to a political subdivision of a state.

A multijurisdictional group of entities must identify a lead applicant as the primary point of contact.

Applicants must have a qualifying action plan and must be able to self-certify that they have one or more plans in place by April 2024 that together are substantially similar to and meet the eligibility requirements for an action plan.

Applicants must also meet at least one of the following conditions:

  • Have ownership and/or maintenance responsibilities over a roadway network
  • Have safety responsibilities that affect roadways
  • Have agreement from the agency that has ownership and/or maintenance responsibilities for the roadway within the applicant’s jurisdiction

Applicants that have never received federal funding from the funding agency are encouraged to partner with eligible applicants in the same region.

Additional consideration will be given to applicants that have a high percentage of funds that benefit underserved communities, are in rural areas; request less than $10 million in federal funds, support geographic diversity amongst the award recipients, have a finalized comprehensive safety action plan, and/or have a high killed in serious injuries (KSI) per $1 million in federal funding rate.

Applicants may only apply to one of this program's two components; however, both components have the option to include multiple planning and demonstration projects under them. Applicants not selected for funding may subsequently reapply through this program's Planning and Demonstration Grants component as long as they submit their application before the last deadline of August 29, 2024. Award recipients from this program's FY 2022 and FY 2023 funding rounds are eligible to apply for the current funding round.

States are not eligible to apply or be a co-applicant, but the funding agency encourages applicants to coordinate with states and other entities experienced with administering federal awards.

Match Notes:

Applicants must provide at least 20 percent of the total project costs via cash or in-kind contributions. Unless authorized by statute, all matching funds must be from nonfederal sources. Tribal Transportation Program and Tribal Transportation Program Safety Funds may be used as nonfederal match.

Up to $200,000 of the required match will be waived for eligible applicants located in American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the U.S. Virgin Islands.

Matching funds may not include pre-award costs, unless authorized by the funding agency in writing.

Funding Notes:

Up to $1,261,494,000 is available for this program overall, with up to $780 million available to support up to 50 awards expected to range from $2.5 million to $25 million through this component.

No more than 15 percent of the $1 billion in FY 2024 made available to carry out this program may be awarded to eligible applicants in a single state.

In general, funds will be provided on a reimbursement basis.

The funding agency expects to obligate funds within 12 months after awards have been announced.

The project period may not exceed five years. All funds must be expended within five years after the award agreement is executed and the funding agency obligates the funds.

Funds may not be used for:

  • Pre-award costs, unless authorized by the funding agency in writing
  • Projects and strategies whose primary purpose is not roadway safety
  • Projects and strategies exclusively focused on non-roadway modes of transportation, including air, rail, marine, and pipeline
  • Capital projects to construct new roadways used for motor vehicles
  • Infrastructure projects primarily intended to expand capacity to improve levels of service for motorists on an existing roadway, such as the creation of additional lanes
  • Maintenance activities for an existing roadway primarily to maintain a state of good repair
  • Development or implementation of a public transportation agency safety plan (PTASP) required by 49 U.S.C. § 5329
  • Directly or indirectly supporting or opposing union organizing

In December 2023, a total of $813 million was distributed via 385 awards through this program overall. In October 2023, a total of $82 million was distributed via 235 awards through this program overall.
