Summary:

The purpose of this program is to support the development and improvement of a nationwide airport system. Priority will be given to projects that are complete usable units of work. Projects in the following priority categories will be considered:

  • Airfield operational resiliency (AOR): Projects in this category seek to improve the resiliency of at-risk infrastructure which must preserve or advance airfield safety standards or advance the safety of airfield operations. AOR includes the resiliency of airfield signage and markings, as well as the reliability and effectiveness of airfield lighting infrastructure. Project activities may include airport development improvements to primary runways, taxiways, and aprons necessary at primary airports to increase operational resiliency for the purpose of resuming commercial service flight operations following an earthquake, flooding, high water, hurricane, storm surge, tidal wave, tornado, tsunami, wind-driven water, or winter storms.
     
  • Sustainable aviation fuel (SAF): Projects in this category involve airport-owned infrastructure required for the on-airport distribution, blending, or storage of sustainable aviation fuels that achieve at least a 50 percent reduction in lifecycle greenhouse gas emissions, using a methodology determined by the Secretary of Transportation. Projects may include on-airport construction or expansion of pipelines, rail lines and spurs, loading and off-loading facilities, blending facilities, and storage tanks.
     
  • Emissions and energy (EE) improvements: Projects in this category will involve work necessary at commercial service airports to construct or modify airport facilities to provide low-emission fuel systems, gate electrification, other related air quality improvements, acquisition of airport-owned vehicles or ground support equipment with low emission technology, or the purchase and installation of chargers to support such airport-owned vehicles and ground support equipment. Qualifying projects may include those described under the Voluntary Airport Low Emissions (VALE) program, without requiring the airport to be in a non-attainment or maintenance area, and the zero emissions vehicle (ZEV) program.

Funding for projects under the general AIP eligibility will be considered after funding decisions for the priority projects categories have been determined.

The funding agency also seeks to fund projects that advance the priorities of safety, equity, climate and sustainability, and workforce development, job quality, and wealth creation.

Eligibility Notes:

Eligible applicants are:

  • Public agencies owning or leasing a public-use airport in the National Plan of Integrated Airport Systems (NPIAS)
  • Private entities owning a public-use NPIAS airport
  • States acting as a sponsor for one or more specific NPIAS airports in the state
  • Indian tribes or pueblos owning or leasing a public-use NPIAS airport
  • Other applicants, as outlined on pages 31-32 of the AIPHandbook file

Eligible applicants also include the Secretary of the Interior for Midway Island Airport, the Republic of the Marshall Islands, the Federated States of Micronesia, and the Republic of Palau.

For energy consumption reduction projects, an energy assessment/audit must have been completed in order for the project to be eligible for funding.

Prior to application submission, applicants for airports covered under the Federal Aviation Administration (FAA)'s State Block Grant Program should coordinate with their associated state agencies.

Applications must be submitted by 5:00 p.m. ET on May 2, 2024.

The project narrative and financial plan must be submitted in a single file. Applications must also include applicable information by project type, as detailed on pages 4-5 of the NOFA file.

The following are required in order to submit an application:

  • Unique Entity Identifier (UEI) number
  • SAM (System for Award Management) registration

Applicants may obtain a UEI number and verify or renew SAM registration status at www.ecivis.com/sam.

Applications will be evaluated according to the following criteria:

  • Project preserves or advances airfield safety standards and the safety of airfield operations
  • Project incorporates evidence-based resilience and reliability measures for at-risk infrastructure
  • Project reduces the lifecycle greenhouse gas emissions from project materials and airport operations
  • Project reduces emissions associated with airport operations, increases energy efficiency, and supports the ability to incorporate sustainable energy sources
  • Project avoids adverse environmental impacts to air or water quality, wetlands, and endangered species, and addresses the
    disproportionate negative environmental impacts of transportation on disadvantaged communities
  • Project reduces negative impacts to disadvantaged communities, and increases equitable access to project benefits
  • Project complies with the Department of Transportation's equity action plan through the criteria listed on page 6 of the NOFA file

Applicants must provide at least 5 to 30 percent of the total project costs, based on airport size and project type. Federal share by airport and project type can be found in chapter 4 of the AIPHandbook file.

Funding Notes:

Approximately $268,707,225 is available to support at least 50 awards through this program, as follows:

  • Medium and large hub airports: approximately $235,677,112 is available to support awards of up to $20 million
  • Small hub, non-hub, and non-primary airports: approximately $33,030,113 is available to support awards of up to $1.5 million

At least $25 million will be set aside for work necessary at commercial service airports to construct or modify airport facilities to provide low-emission fuel systems, gate electrification, other related air quality improvements, acquisition of airport-owned vehicles or ground support equipment with low emission technology, or the purchase and installation of chargers to support such airport-owned vehicles and ground support equipment.

Historically, the average award amount has been approximately $4.8 million.

Awards are anticipated to be made within 90 days of the application deadline, with the funding period to begin in July 2024 and end in May 2025. The project period will not extend beyond four years after the award/obligation dates.

Applicants must be able to execute an award by May 31, 2025.

Funds may not be used for:

  • Operational costs, such as salaries, equipment, and supplies
  • Supporting or opposing union organizing
  • Pre-award costs, unless specifically permitted under AIP statutes.

For FY 2022, 34 awards averaging $5.8 million were awarded to large and medium hub airports and 45 awards averaging $1.5 million were awarded to small hub, non-hub, and non-primary airports. Refer to the Award and NOFA files for details.
