Summary:

The purpose of this program is to enhance the ability of state, local, tribal, and territorial (SLTT) governments, as well as nonprofit organizations, to prevent, protect against, and respond to terrorist attacks. This program is part of the funding agency's comprehensive set of measures to help strengthen the nation's communities against potential terrorist attacks.

All assets supported in part or entirely through this program must be readily deployable and National Incident Management System (NIMS)-typed, when possible, to support emergency or disaster operations per existing Emergency Management Assistance Compact (EMAC) agreements.

All emergency communications investments must align with needs identified in the applicant's statewide communication interoperability plan (SCIP). Applicants must also coordinate with their statewide interoperability coordinator (SWIC) and/or statewide interoperability governing body (SIGB) when developing the emergency communications investment, as detailed on pages 37-38 of the NOFA file.

Funding will be provided for the following program components:

  • (Part A): State Homeland Security Program (SHSP)
  • (Part D): Urban Area Security Initiative (UASI)
  • (Part G): Operation Stonegarden (OPSG)

The purpose of the Operation Stonegarden (OPSG) component is to support enhanced cooperation and coordination among Customs and Border Protection (CBP); U.S. Border Patrol (USBP); and federal and SLTT law enforcement agencies to improve overall border security. Funding will support joint efforts to secure U.S. borders along routes of ingress/egress to and from international borders, including travel corridors in states bordering Mexico and Canada, as well as states and territories with international water borders. SLTT law enforcement agencies will utilize their inherent law enforcement authorities to support the border security mission and do not receive any additional authority as a result of participation in this component.

All projects must address the priority area of enhancing information and intelligence sharing and analysis, as well as cooperation with federal agencies, including the U.S. Department of Homeland Security (DHS). Examples of eligible projects include:

  • Participation in the DHS Immigration and Customs Enforcement's (ICE's) 287(g) training program
  • Information sharing with all DHS components; fusion centers; other operational, investigative, and analytic entities; and other federal law enforcement and intelligence entities
  • Cooperation with DHS officials and other entities designated by DHS in intelligence, threat recognition, assessment, analysis, and mitigation
  • Identification, assessment, and reporting of threats of violence
  • Joint intelligence analysis training and planning with DHS officials and other entities designated by DHS

Eligible state administrative agencies (SAAs) must apply on behalf of local units of government and federally recognized tribal governments in states bordering Canada or Mexico and states and territories with international water borders. Participating counties and tribal governments must develop a concept of operations (CONOP)/application, which is a formal proposal of action to address a specific situation and forms the basis for operations orders, in coordination with state and federal law enforcement agencies, as detailed on pages 35-36 of the NOFA file.

Eligibility is limited to state administrative agencies (SAAs) applying on behalf of local units of government and federally recognized tribal governments in states bordering Canada or Mexico and states and territories with international water borders. Refer to the Eligibility section for details.

Eligibility Notes:

Eligible applicants are state administrative agencies (SAAs) applying on behalf of local units of government at the county level or equivalent level of government and federally recognized tribal governments in states bordering Canada or Mexico and states and territories with international water borders. Eligible subrecipients must fall under one of the following tiers:

  • Tier 1: local units of government at the county level or equivalent and federally recognized tribal governments that are on a physical border in states bordering Canada, states bordering Mexico, and states and territories with international water borders
  • Tier 2: local units of government at the county level or equivalent and federally recognized tribal governments not located on the physical border or international water but are contiguous to a Tier 1 county
  • Tier 3: local units of government at the county level or equivalent and federally recognized tribal governments not located on the physical border or international water but are contiguous to a Tier 2-eligible subrecipient

All applicants must have active ongoing U.S. Border Patrol (USBP) operations coordinated through a Customs and Border Protection (CBP) sector office to be eligible for funding through this component.

Tribal governments are not eligible to apply directly to this component for funding; however, funding may be available to tribes through the SAA.

Funding Notes:

A total of $1,008,000,000 is available to support a projected 56 awards for this program overall, with $81 million available to support awards through this component. Allocation amounts will be based on risk and the anticipated effectiveness of the proposed use of funds, as detailed on pages 16-17 of the NOFA file.

Funding selections are anticipated to be made by August 23, 2024, and awards are anticipated to be made by September 30, 2024.

The project period is 36 months, with a projected start date of September 1, 2024, and a projected end date of August 31, 2027. Requests for extensions to the project period will be considered, as detailed on pages 44-45 of the Guide file.

Management and administration (M&A) costs are limited to 5 percent of the total award amount.

Personnel costs are limited to 50 percent of the total award amount.

Funds may not be transferred between programs, including the State Homeland Security Program (SHSP) and Urban Area Security Initiative (UASI) components of this program, known in eCivis Grants Network as US2790A and US2790D, respectively.

Funding may not be used for:

  • Matching funds for any other federal award
  • Lobbying
  • Intervention in federal regulatory or adjudicatory proceedings
  • Suing the federal government or any other government entity
  • Certain telecommunications equipment or services, as detailed on pages 17-18 of the Guide file
  • Pre-award costs, unless prior written approval is provided by the funding agency
  • International travel, unless approved in advance by the funding agency
  • Developing hazard/threat-specific annexes
  • Developing and implementing homeland security support programs and adopting ongoing national initiatives
  • Developing related terrorism and other catastrophic event prevention activities
