Summary:

The purpose of this program is to enable tribes to strengthen their capacities to prevent, prepare for, protect against, and respond to potential terrorist attacks by providing funding directly to eligible tribes. Funding will support the funding agency goal of strengthening national preparedness and resilience.

For the current fiscal year, the funding agency is also focused on the criticality of information sharing and collaboration to building a national culture of preparedness and protecting against terrorism and other emerging threats to national security. In support of the goal, applicants that address at least one of the following national priority areas will receive additional points in the evaluation process:

  • Enhancing cybersecurity: assistance for projects that support the security and functioning of critical infrastructure and core capabilities as they relate to achieving target capabilities focused on preventing, preparing for, protecting against, or responding to acts of terrorism, with eligible projects including:
    • Cybersecurity risk assessments
    • Projects that address vulnerabilities identified in cybersecurity risk assessments
  • Enhancing the protection of soft targets/crowded places: such as transportation centers, parks, restaurants, shopping centers, special event venues, and similar facilities, with eligible projects including:
    • Physical security enhancements, such as security cameras, screening equipment for people and baggage, lighting, and access controls
    • Fencing, gates, and barriers
  • Enhancing information and intelligence sharing and analysis: access to, analysis of, and the timely sharing of open source, unclassified and classified information, suspicious activity reports, tips/leads, and actionable intelligence on indicators and behaviors, with eligible projects including:
    • Information sharing with all of the funding agency's components; fusion centers; other operational, investigative, and analytic entities; and other federal law enforcement and intelligence entities
    • Cooperation with the funding agency's officials and other entities designated by the funding agency in intelligence, threat recognition, assessment, analysis, and mitigation
  • Combating domestic violent extremism: including ideologically motivated lone offenders and small groups, with eligible projects including:
    • Open-source analysis of misinformation campaigns, targeted violence, and threats to life
    • Sharing and leveraging intelligence and information, including open-source analysis
  • Enhancing community preparedness and resilience: for community organizations, such as homeless shelters, food banks, public libraries, faith-based institutions, and nonprofit medical providers, with eligible projects including:
    • Establishing, training, and maintaining tribal community emergency response teams (CERT) and teen CERT
    • Establishing an emergency communication capability that provides immediate emergency and life-saving information to members of the tribal community
  • Enhancing election security: securing election infrastructure and ensuring an election free from foreign interference, with eligible projects including:
    • Physical security planning support
    • Physical site/security measures

Applications that address the following second-tier needs will help recipients implement a comprehensive approach to securing communities:

  • Effective planning
  • Training and awareness campaigns
  • Equipment and capital projects
  • Exercises

Award recipients are required to prioritize program funding to address capability gaps or sustaining capabilities that address national priorities and/or support second-tier needs. Recipients will also be required to complete a Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR).

Funds may generally be used for costs including planning, organization, equipment, training, exercise costs, personnel activities, domestic travel, limited construction and renovation, maintenance and sustainment, critical emergency supplies, and secure identification project costs.

Eligibility Notes:

Eligible applicants are directly eligible tribes, which, for the purposes of this program, are defined as federally recognized Indian tribes that meet the criteria outlined on pages 12-13 of the NOFA file.

A consortium may also be eligible to apply if each Indian tribe in the consortium meets the criteria for a directly eligible tribe.

Applicants that have not received funding through this program in prior years will receive additional points in the evaluation process.

Prior to receiving an award, applicants must ensure and maintain adoption and implementation of the National Incident Management System (NIMS).

The following are required in order to submit an application:

  • Unique Entity Identifier (UEI) number
  • SAM (System for Award Management) registration
  • SPOC (state Single Point of Contact) notification

Applicants may obtain a UEI number and verify or renew SAM registration status at www.ecivis.com/sam. Applicants in states participating in the SPOC program must contact the relevant SPOC listed in the SPOC file before applying.

Applications will be evaluated according to the programmatic, financial integrity, and supplemental criteria detailed on pages 33-35 of the NOFA file.

Funding Notes:

A total of $13.5 million is available to support awards through this program.

The anticipated award selection date is no later than August 23, 2024, and the anticipated award date is no later than September 30, 2024.

The project period will last for 36 months and is expected to begin on September 1, 2024, and end on August 31, 2027. Extensions to the project period may be permitted.

Management and administrative (M&A) costs are limited to 5 percent of the total award amount.

Personnel costs are limited to 50 percent of the total award amount.

Applicants must receive prior approval from the funding agency for construction or renovation projects.

Applicants must receive prior approval from the funding agency before purchasing any equipment not listed on the funding agency's authorized equipment list (AEL).

In general, funds may not be used for pre-award costs; however, costs resulting from pre-award grant writing services of up to $1,500 per applicant per year provided by an independent contractor may be supported.

Funds may not be used for:

  • Matching funds for any other federal award
  • Lobbying
  • Intervention in federal regulatory or adjudicatory proceedings
  • Suing the federal government or any other government entity
  • Covered telecommunications equipment or services, as detailed on page 24 of the NOFA file
  • Purchasing equipment not approved by the funding agency, including firearms; ammunition; grenade launchers; bayonets; or weaponized aircraft, vessels, or vehicles of any kind with weapons installed
  • Purchasing tracked armored vehicles, camouflage uniforms, weapons, and weapons accessories
  • International travel, unless approved in advance by the funding agency
  • Reimbursing any entity, including a grant writer or preparer, that is presently suspended or debarred by the federal government from receiving funding under federally funded grants or contracts
