Summary:

The purpose of this program is to develop, test, and review new curricula and education programs to train individuals at all levels of the transportation workforce. Support will also be provided to implement the new curricula and education programs to provide for hands-on career opportunities to meet current and future needs.

Support will be provided for activities that focus on highway construction workforce development, including activities to:

  • Engage relevant stakeholders in previously supported working groups
  • Leverage existing programs to identify, train, hire, and retain workers in highway construction jobs
  • Use innovative approaches to improve and enhance highway industry workforce development programs and activities
  • Provide opportunities for groups that are under-represented in the field of highway construction
  • Use funds from other sources, including other eligible federal and state funding

Projects will be considered based on the extent to which they:

  • Develop new curricula or an education program to meet the specific current or future needs of a segment of the transportation industry, states, or regions
  • Provide for practical experience and on-the-job training
  • Be oriented toward practitioners in the field rather than the support and growth of the research community
  • Provide for new curricula or programs that will provide training in areas other than engineering, such grants as business administration, economics, information technology, environmental science, and law
  • Provide programs or curricula that train professionals for work in the transportation field, such as construction materials, information technology, environmental science, urban planning, and industrial or emerging technology
  • Demonstrate the commitment of industry or a state department of transportation (DOT) to the program

Funding is also intended for workforce development activities that advance the following priorities, where applicable:

  • Safety: activities that promote an understanding of the importance of advancing safe and efficient transportation
  • Climate change and sustainability: activities that promote an understanding of the importance of reducing greenhouse gas emissions in the transportation sector; incorporate evidence-based climate resilience measures and features; reduce the lifecycle greenhouse gas emissions from the project materials; and avoid adverse environmental impacts to air or water quality, wetlands, and endangered species, and address the disproportionate negative environmental impacts of transportation on disadvantaged communities
  • Equity: projects that will create proportional impacts to all populations in a project area, remove transportation-related disparities to all populations in a project area, and increase equitable access to project benefits
  • Workforce development, job quality, and wealth creation: support for the creation of good-paying jobs with the free and fair choice to join a union and the incorporation of strong labor standards and training and placement programs

Eligibility Notes:

Eligible applicants are educational institutions and state departments of transportation (DOTs).

For the purposes of this program, educational institutions are defined as any public or private secondary school, or any institution of vocational, professional, or higher education operated or directly supported by the United States; operated or directly supported by any state or local government or by a political subdivision of any state or local government; or approved by a state agency or subdivision of the state, or accredited by a state-recognized or nationally recognized accrediting body.

Additionally, for the purposes of this program, state DOTs are defined as the department, commission, board, or official of any state charged by its laws with the responsibility for highway construction.

Applicants may apply to support projects that will be implemented in coordination with an existing program, or in coordination with a new program that will be established as part of the funded activities, in partnership with state DOTs, funding agency division offices in the states, educational institutions, highway contractor organizations, workforce development boards, local agencies, tribal governments, and other highway construction workforce development stakeholders.

Applications must be formatted on standard-sized pages with one-inch margins using a 12-point font. Pages may be numbered within the margins, and a header or footer identifying the applicant/team and the volume or part may be located within the margins. The maximum size of the entire application package is limited to 200 MB.

The following are required in order to submit an application:

  • Unique Entity Identifier (UEI) number
  • SAM (System for Award Management) registration

  • Degree to which the proposed project aligns with the program goals
  • How the proposed project will be coordinated with an existing or new program
  • Scope and status of the existing program or activity (if applicable)
  • Scope and scale of the new project to be developed (if applicable)
  • Performance measures for the proposed project
  • Degree to which the application includes a plan to successfully implement the proposed project
  • Degree to which the proposed project aligns with the priorities of equity and workforce development, job quality, and wealth creation
  • Cost

Applicants must provide a 20 percent match of the award amount.

Applicants must detail in the application any partner organizations involved with the project and their role and contribution, including any in-kind services provided.

Match must be provided from nonfederal sources; however, other federal funds may be leveraged for the project, but may not be considered matching funds unless supported by statute. The budget should identify other federal funds the applicant is applying for or has been awarded, if any, that the applicant intends to use.

Costs incurred prior to the effective date of the award, or funds expended or otherwise encumbered prior to award, may not be used to meet the matching requirement.

Funding Notes:

Up to $4,226,781 is available to support at least an anticipated 14 awards of up to $300,000 through this program.

Funding will be provided on a reimbursement basis.

Award selections are anticipated to be announced in July 2024.

Award periods are anticipated to last one to two years from the date of award agreement execution.

Award recipients must obtain written approval from the funding agency prior to incurring any costs for conference support. Food and beverage costs are not allowable conference expenses.

Profit/fee is not allowable for the prime award recipient. In addition, program income must not be used to offset the federal or recipient contribution to this project.

Funds may not be used for pre-award costs or application preparation costs.
