Summary:

The purpose of this program is to evaluate and reduce residential health hazards in public housing, including lead-based paint, carbon monoxide, mold, radon, and fire safety. Funding will help public housing agencies (PHAs) evaluate and reduce housing-related hazards including lead-based paint in public housing and evaluate and reduce lead-based paint hazards specifically by carrying out the activities of lead-based risk assessment, inspections, abatement, interim controls, and clearance examinations.

The housing-related hazards that are the key targets for intervention under this program are:

  • Carbon monoxide and other combustion products of heating and cooking appliances and motor vehicles in attached garages
  • Mold and moisture
  • Radon
  • Fire safety
  • Lead-based paint

Award recipients will be expected to develop performance goals and monitor outcomes related to the following program-specific strategic objectives:

  • Determine the quality, health, and safety of the funding agency's rental assistance portfolio by significantly increasing physical inspections
  • Implement National Standards for the Physical Inspection of Real Estate (NSPIRE)

Eligible activities for addressing carbon monoxide hazards include installing ventilation hoods over existing gas stoves, or replacing gas stoves with electric stoves.

Projects with a Section 18 demolition or disposition approval may be eligible so long as the plan is to redevelop public housing at that site and the property remains under a Declaration of Trust (DOT) or Declaration of Restrictive Covenant (DORC).

Funding will be provided for the following program components:

  • (Part A): Housing-Related Hazards Capital Fund (HRHCF)
  • (Part B): Lead-Based Paint Capital Fund (LBPCF)

The purpose of the Housing-Related Hazards Capital Fund (HRHCF) component is to support activities associated with housing-related hazards.

Eligibility Notes:

Eligible applicants are public housing agencies (PHAs) with the legal authority to develop, own, modernize, and operate a public housing project. PHAs participating in the Moving to Work Demonstration Program (MTW) are eligible to apply, as are PHAs that are troubled so long as they are compliant with any current memorandum of agreement or recovery agreements.

Preference points may be awarded during the application evaluation process to applicants that partner with a historically Black college or university (HBCU) as well as to applicants working in Promise Zones (PZs).

Previous award recipients through this program may apply.

Applicants may apply to both of this program's components; however, funding must be requested from each component separately. Applicants may request funding for one or more public housing projects.

  • Foreign entities
  • Sole proprietorship organizations

Funding Notes:

Approximately $87.8 million is available to support approximately 40 awards through this program overall, with an unspecified amount of funding available through this component to support awards ranging from $10,000 to $5 million. For applicants requesting funds through both this component and this program's Lead-Based Paint Capital Fund (LBPCF) component, known in eCivis Grants Network as US17903B, the maximum combined award amount is $12.5 million.

Of the total funds available, $65 million will be made available to evaluate and reduce housing-related hazards, including lead-based paint in public housing, and no less than $25 million of the $65 million will be awarded for evaluating and reducing lead-based paint hazards specifically for carrying out the activities of lead-based risk assessments, inspections, abatement, interim controls, and clearance examinations.

The project period is 48 months and is estimated to start on September 1, 2024, and end on September 1, 2028.

In general, award recipients must obligate 90 percent of the funds within 24 months of the date the funds are made available, and the entire award must be expended fully within 24 months following the obligation end date.

Funds may not be used for:

  • Projects under Commitments to Enter into Housing Assistance Payments Contracts (CHAPs) under the Rental Assistance Demonstration (RAD)
  • Projects at properties that will be converting to another federal housing assistance program
  • Projects at properties that will be sold to a third party under a Section 18 disposition application unless public housing will be developed on-site
  • Carbon monoxide detectors
  • Lead-based paint activities at Inventory Management System (IMS)/Office of Public and Indian Housing (PIH) Information Center (PIC) developments/asset management projects (AMPs) that do not meet the definition of target housing
  • Housing units that have had lead-based paint abated, as demonstrated by documentation of a prior lead evaluation and abatement, and where the abatement is still ongoing
  • Projects that duplicate activities funded by other federal awards or funded in a prior year
  • Work already performed
  • Contingencies
  • Activities to prevent potential future mold hazards
