Summary:

The purpose of this program is to help eligible Indian tribes and tribally designated housing entities (TDHEs) carry out a range of affordable housing activities. Funding may be used to develop, maintain, and operate affordable housing in safe and healthy environments on Indian reservations and in other Indian areas and carry out other affordable housing activities. In general, funding must be used to benefit low-income Indian families.

Priority will be given to projects that spur construction and rehabilitation of housing, while also considering housing needs and the award recipient's administrative capacity. The funding agency strongly encourages new affordable housing construction projects that will increase the number of housing units available for low-income Indian families and help address the housing shortage in Indian Country. Additionally, the funding agency encourages housing rehabilitation projects that will increase the useful life of existing affordable housing units and alleviate substandard housing conditions. The funding agency also encourages the acquisition of existing housing units that increases housing stock and necessary affordable housing-related infrastructure projects that will enable future construction or rehabilitation.

In addition, applicants are encouraged to propose projects that are part of a comprehensive plan to address housing conditions in their communities, including overcrowding, physically deteriorating units, and housing that is inaccessible for individuals with disabilities, as appropriate. Applicants should also engage in long-term planning and ensure that projects are part of a holistic plan that considers planned future infrastructure development, economic development opportunities, and more.

Preference points will be awarded during the application evaluation process to projects that address:

  • Promise zones (PZs), as defined on page 10 of the NOFA file
  • Climate change, as defined on pages 54-56 of the NOFA file

Eligibility Notes:

Eligible applicants are:

  • Federally recognized Native American tribal governments
  • Tribally designated housing entities (TDHEs) that have ever been allocated IHBG formula funding

For Native Alaskan tribes, only Native Alaskan Indian Housing Block Grant recipients that have received IHBG grants in FY 2005 are eligible to apply directly. Native Alaskan tribes that choose to, but are not required to, designate TDHEs in Alaska for their IHBG formula program are also eligible to apply directly. Native Alaskan tribes that are required to designate TDHEs in Alaska for their IHBG formula program are not eligible to apply directly.

Applications submitted by TDHEs on behalf of Indian tribes must include tribal certifications or resolutions on official letterhead authorizing the TDHEs to apply on behalf of the tribes. Indian tribes that authorize TDHEs to apply on their behalf may not also submit their own application.

Each applicant may submit no more than one application, which may include one project or multiple projects. The total requested award amount may not exceed the applicable limit based on the population of the tribe, regardless of the number of projects proposed.

Applications will be evaluated according to the following criteria:

  • Capacity of applicant (23 points)
  • Need/extent of problem (25 points)
  • Soundness of approach (42 points)
  • Comprehensiveness and coordination (10 points)
  • Preference points for climate change (2 points)
  • Preference points for promise zones (PZs) (2 points)

Funding Notes:

Approximately $150 million is available to support an estimated 25 awards of at least $500,000 through this program. Maximum award amounts will vary according to American Indian Alaska Native (AIAN) or tribal enrollment of tribes, whichever is higher, as follows:

  • Population of 10,500 and below: awards of up to $5 million
  • Population between 10,501 and 50,000: awards of up to $6 million
  • Population of 50,001 and above: awards of up to $7.5 million

Awards are expected to be announced approximately four to six months after the application due date.

The project period may last up to five years, and is expected to begin on December 30, 2024, and end on December 28, 2029. An extension to the project period may be requested in accordance with program policy.

Administrative and planning costs are limited to 20 percent of the total award amount.

With the exception of application preparation costs, funds may not be used for costs incurred outside of the project period. Any application preparation costs that are reimbursed with award funds will count toward the applicant's administration and planning cap.

Funds may not be used for:

  • Model activities under Section 202(6) of the Native American Housing Assistance and Self-Determination Act (NAHASDA)
  • Making investments
  • Guaranteeing loans under Title VI of the NAHASDA

For FY 2023, a total of $150,874,142 was distributed via awards ranging from $1,958,541 to $6 million through this program. For FY 2022, a total of $128,713,137 was distributed via 22 awards ranging from $2,270,919 to $7.5 million. For FY 2021, a total of $95 million was distributed via 24 awards ranging from $600,000 to $5 million. Refer to the Award file for details.
