Summary:

The purpose of this program is to accelerate an electrified and alternative fuel transportation system that is convenient, affordable, reliable, equitable, accessible, and safe. This program will also help put the United States on a path to a nationwide network of at least 500,000 electric vehicle (EV) chargers by 2030 and improve networks for vehicles using hydrogen, propane, and natural gas.

The goals of this program are to:

  • Supplement, not supplant, necessary private sector investment
  • Complement existing federal programs
  • Facilitate broad public access to a national charging and alternative fuel infrastructure network to accelerate adoption of zero-emission vehicles
  • Implement Justice40 objectives, lower transportation costs, and increase economic opportunity
  • Advance job quality, workforce development, and workforce equity
  • Reduce greenhouse gas and vehicle-related emissions

Funding will be provided for the following program components:

  • (Part A): Community Charging and Fueling Program Grants (Community Program)
  • (Part B): Alternative Fuel Corridor Grants (Corridor Program)

The purpose of the Community Charging and Fueling Program Grants (Community Program) component is to strategically deploy EV charging infrastructure, hydrogen fueling infrastructure, propane fueling infrastructure, and natural gas fueling infrastructure located on public roads or in other publicly accessible locations. Projects are expected to reduce greenhouse gas emissions and to expand or fill gaps in access to charging or alternative fueling infrastructure.

Infrastructure may be located on any public road or in other publicly accessible locations, such as parking facilities at public buildings, public schools, and public parks, or in publicly accessible parking facilities owned or managed by a private entity. Award recipients may use funds to contract with a private entity that owns or manages parking facilities. Award recipients may place charging and fueling infrastructure in parking garages, on-street parking locations, and other parking facilities that charge a parking fee. In addition, award recipients must ensure that all EV charging infrastructure funded as part of this program includes any parking fee in their price structure.

Priority will be given to projects that expand access to charging and fueling infrastructure in rural areas, low- and moderate-income neighborhoods, and communities with a low ratio of private parking spaces to households or a high ratio of multiunit dwellings to single-family homes.

Eligible project costs include:

  • Acquisition and installation of eligible infrastructure, including:
    • Any related construction or reconstruction and the acquisition of real property directly related to the project
    • Development phase activities, including planning, feasibility analysis, revenue forecasting, environmental review, preliminary engineering and design work, and other preconstruction activities
    • Contracting with a private entity for the acquisition, construction, installation, maintenance, or operation of eligible infrastructure included in the project
  • Educational and community engagement activities to develop and implement education programs through partnerships with schools, community organizations, and vehicle dealerships to support the use of zero-emission vehicles and associated infrastructure

Eligible applicants are:

  • States or political subdivisions of a state
  • Metropolitan planning organizations
  • Units of local government
  • Special purpose districts or public authorities with a transportation function, including port authorities
  • Indian tribes
  • U.S. territories
  • Authorities, agencies, or instrumentalities of, or an entity owned by, one or more entities listed above
  • A group of entities listed above
  • States or local authorities with ownership of publicly accessible transportation facilities

If awards are made using National Electric Vehicle Infrastructure (NEVI) Formula Program 10 percent set-aside (NEVI 10) funds, then eligible applicants will be limited to state and local governments.

For the purposes of this program, the term state means any of the 50 states, the District of Columbia, or Puerto Rico.

If a group of two or more eligible entities submits a joint application, the group must identify a lead applicant to serve as the prime award recipient.

While applicants may choose to apply for only one component, they may also submit separate applications under each component of this program. If an applicant is interested in applying for both components in a single application, they must clearly separate the proposed work, selection criteria, and budget requested for each component.

If an applicant submitted an application for funding under the FY 2022/2023 solicitation of this program and was not selected, such applicant must notify the funding agency if the applicant wishes to be reconsidered for award. The applicant does not need to resubmit the application, but needs only to notify the funding agency that the applicant wishes for the application to be reconsidered for award. Applicants seeking such reconsideration of their unawarded application will not be permitted to modify, amend, or supplement their applications. Applicants seeking such reconsideration of their unawarded application may also submit a new application.

If possible, the application support should be submitted as one .pdf file. The funding agency recommends that the project narrative be single-spaced and use one-inch margins and a standard 12-point font such as Times New Roman. If possible, website links to supporting documentation should be provided rather than copies of these supporting materials. If supporting documents are submitted, applicants should clearly identify within the project narrative the relevant portion of the project narrative that each document supports. The funding agency recommends using appropriately descriptive names for all attachments.

Match Notes:

Applicants must provide at least 20 percent of the total project cost via cash or in-kind contributions.

If an award recipient contracts with a private entity, the private entity must contractually agree to pay the nonfederal share of the project cost carried out with program funds that is not paid by the federal government. Accordingly, the award recipient must demonstrate it has taken best efforts to require the private entity to contractually pay for the nonfederal share. If an award recipient is able to demonstrate that, despite its best efforts, a contract is unable to be executed with the private entity to pay the nonfederal share, the funding agency will not consider the award recipient to be in violation of the award agreement. However, the award recipient remains ultimately responsible for ensuring the nonfederal cost share is met for the project.

Applicants may seek the same award amounts from multiple U.S. Department of Transportation (DOT) discretionary opportunities or seek a combination of funding from multiple DOT opportunities. Applicants should identify any other DOT programs and opportunities they have applied for and intend to apply for beyond this program, and what award amounts they will be seeking, within their application.

Previously incurred costs, previously expended or encumbered funds, or any program funds received may not be used as matching contributions.

Funding Notes:

Approximately $1,321,200,000 is available to support awards through this program overall. Of the total funding available for this program overall, up to approximately $800 million is available to support new applications submitted under the current solicitation, and up to approximately $521.2 million is available to support applications previously submitted but not selected for award under the FY 2022/2023 solicitation. Refer to page 2 of the NOFA file for a summary of funding available amounts, by source and fiscal year.

A total of up to $350 million in program funds appropriated for FY 2024 and FY 2025 is available to support awards through this component. Additional awards may be made using FY 2025 National Electric Vehicle Infrastructure (NEVI) Formula Program 10 percent set-aside (NEVI 10) funds. The anticipated minimum award size is $500,000 and the statutory maximum award amount is $15 million.

Funds will be provided on a reimbursement basis.

All awards of FY 2024 and FY 2025 program funding are available for obligation through September 30, 2027, and September 30, 2028, respectively. FY 2025 funds may not be obligated before October 1, 2024. Once funds are obligated, program funds are available until expended. NEVI 10 funds are available until expended.

No more than 5 percent of the total award amount may be used for educational and community engagement activities to develop and implement education programs through partnerships with schools, community organizations, and vehicle dealerships to support the use of zero-emission vehicles and associated infrastructure.

Funds may not be used for:

  • Pre-award costs
  • Supporting or opposing union organizing, whether directly or as an offset for other funds

In March 2025, a total of $635.69 million was distributed through this program overall, with 42 awards ranging from $590,949 to $15 million issued through this component. In August 2024, a total of $521.19 million was distributed through this program overall, with 41 awards ranging from $500,000 to $15 million issued through this component. In January 2024, a total of $623 million was distributed through this program overall, with 36 awards ranging from $500,000 to $15 million issued through this component. Summary:

The purpose of this program is to accelerate an electrified and alternative fuel transportation system that is convenient, affordable, reliable, equitable, accessible, and safe. The City of Mesa, Arizona, requested and received $11,898,571 to close gaps in the regional charging infrastructure network and provide better access to disadvantaged and rural communities through construction of 48 electric vehicle chargers for a variety of vehicle sizes, charging docks for e-bikes and e-scooters, and solar canopies to support electricity generation at the stations. The city provided a local matching funds totaling $2,974,644 to complete the project.
