Summary:

The purpose of this program is to support projects that help new small businesses combat cybersecurity threats during their formative and most vulnerable years. Award recipients will provide training, counseling, remediation, and other tailored cybersecurity services for emerging small firms in multiple industries. This program aims to accomplish the following:

  • Increase the number of small businesses educated/trained on cybersecurity threats, protections, resources/tools, and prevention strategies
  • Provide services to small businesses facing cybersecurity vulnerabilities
  • Support resolution of cybersecurity incidences

Projects must credibly and significantly leverage partnerships to identify, reach, and serve new small business concerns on critical cybersecurity matters.

Projects will address eligible small business concerns, as defined on page 21 of the NOFA file.

Eligibility Notes:

Eligible applicants are state agencies designated by the state governor, or equivalent thereof, as the sole applicant and lead entity for conducting the state's cybersecurity education and/or resolution services.

For the purposes of this program, state encompasses U.S. states and the District of Columbia, as well as the territories of American Samoa, the Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana Islands, Guam, and the U.S. Virgin Islands.

Multiple eligible states/territories may submit a joint application. In such cases, the application must identify a lead applicant which is submitting the application.

Applicants may submit only one application.

The following are ineligible to apply:

  • States of Colorado, Hawaii, Indiana, Ohio, Virginia, or Wyoming
  • For-profit businesses
  • Pass-through entities

State agencies that fit any of the following criteria are ineligible to apply:

  • Owe an outstanding and unresolved financial obligation to the federal government
  • Currently suspended, debarred, or otherwise prohibited from receiving awards from the federal government
  • Have an outstanding and unresolved material deficiency reported under the requirements of 2 CFR Part 200, Subpart F within the past three years
  • Had a grant or cooperative agreement involuntarily terminated or non-renewed by the funding agency for cause within the past year
  • Was convicted, or had an officer or agent acting on its behalf convicted, of a felony criminal violation under any federal law within the past two years

All documents must be submitted as separate attachments. All files, except for the technical proposal and proposed plan, must be submitted in .pdf format. The technical proposal must be formatted on double-spaced, standard-sized pages in Times New Roman 12-point font, and be submitted in Word format. The proposed plan must be submitted in Excel format.

The following are required in order to submit an application:

  • Unique Entity Identifier (UEI) number
  • SAM (System for Award Management) registration

Applicants may obtain a UEI number and verify or renew SAM registration status at www.ecivis.com/sam.

Applications will be evaluated according to the following criteria:

  • Cybersecurity experience (25 points)
  • Performance measures and outcomes (25 points)
  • Direct benefit to small businesses (25 points)
  • Collaboration (25 points)

Funding Notes:

A total of $3,136,265 is available to support up to three awards ranging from $1 million to $1,045,421 through this program.

The project period will span 24 months. The project start date is September 30, 2024, or 30 days after notification of award.

Funds may not be used for:

  • Transactions associated with suspended or debarred entities
  • Construction or renovation of facilities or acquisition of real estate
  • Litigation, whether civil, criminal, or administrative
  • Providing matching contributions to any other federal awards
  • Meals, lodging, other subsistence expenses associated with local travel
  • Travel by elected officials
  • Costs associated with printing materials
  • National and regional association dues or travel to association events
  • Subgranting or passing through funds to other entities
