Summary:

The purpose of this program is to support projects that address current and future needs of the museum and library fields and that have the potential to advance practices so that museums and libraries can improve services for the American public.

Funding will be provided for the following program components:

  • (Part A): Libraries (NLG-L)
  • (Part B): Museums

The purpose of the Libraries (NLG-L) component is to support projects that enhance the quality of library services nationwide by addressing critical needs in the library and archives fields. The program supports projects that build workforce and institutional capacity for:

  • Managing and preserving the national information infrastructure
  • Serving the public’s information and education needs
  • Enhancing library and information services through effective and efficient use of new and emerging technologies
  • Improving community well-being and civic engagement
  • Providing emergency services to communities during disasters and emergencies
  • Building collaborative partnerships between libraries, archives, and museums that benefit the communities they serve

Funding is provided for the achievement of the following funding agency-level goals and associated objectives to facilitate the delivery of significant results:

  • Champion lifelong learning:
    • Advance shared knowledge and learning opportunities for all
    • Support the training and professional development of the museum and library workforce
  • Strengthen community engagement:
    • Promote inclusive engagement across diverse audiences
    • Support community collaboration and foster civic discourse
  • Advance collections stewardship and access:
    • Support collections care and management
    • Promote access to museum and library collections

Applicants must designate one of the following project types for each proposal they submit:

  • Planning projects: support exploratory activities
  • Forum projects: support convening qualified experts and key stakeholders
  • Community-centered implementation projects: adapt existing practices, findings, models, tools, and/or partnerships to address community needs
  • National implementation projects: support the development, execution, and evaluation of work that transforms how libraries and archives serve the nation
  • Applied research projects: support the investigation of key questions relevant to libraries or archives, building on prior empirical, theoretical, or exploratory work in libraries and archives or other relevant disciplines

Allowable costs include:

  • Personnel salaries, wages, and fringe benefits, including annual cost of living increases
  • Travel expenses for key project staff and consultants
  • Materials, supplies, software, and equipment related directly to project activities
  • Adaptive and/or assistive technologies and other resources and services to improve accessibility for persons with disabilities
  • Participant support costs, including temporary dependent care, if documented in written policies
  • Third-party costs
  • Design and publication costs
  • Program evaluation
  • Staff and volunteer training
  • Paid internships/fellowships

Eligibility Notes:

Eligible applicants are libraries that are either units of state, local, or tribal government or private nonprofit organizations that have nonprofit status under the Internal Revenue Code of 1954, as amended.

Applicants must be located in one of the 50 states; the District of Columbia; or the territories of American Samoa, Guam, the Republic of the Marshall Islands, the Federated States of Micronesia, the Commonwealth of the Northern Mariana Islands, the Republic of Palau, the Commonwealth of Puerto Rico, or the U.S. Virgin Islands.

Applicants must qualify as one of the following six types of organizations:

  • A library or a parent organization, such as a school district, a municipality, a state agency, or an academic institution, that is responsible for the administration of a library; eligible libraries include:
    • Public libraries
    • Public elementary and secondary school libraries
    • Tribal libraries
    • College and university libraries, including community college libraries
    • Research libraries and archives that are not an integral part of an institution of higher education and that make publicly available library services and materials that are suitable for scholarly research and not otherwise available
    • Private or other special libraries, but only if the state in which such library is located determines that the library should be considered a library for purposes of library services and technology
    • Archives, including institutional, community-based, and special collections, that are under the supervision of at least one permanent professional staff member and are available to the public
  • An academic or administrative unit, such as a graduate school of library and information science that is part of an institution of higher education through which it would apply
  • A digital library or archives, if it makes materials publicly available and provides library or archival services, including selection, organization, description, reference, and preservation, under the supervision of at least one permanent professional staff librarian/archivist
  • A library or archival agency that is an official agency of a state, tribal, or other unit of government and is charged by the law governing it with the extension and development of public library services within its jurisdiction
  • A library or archives consortium that is a local, statewide, regional, interstate, or international cooperative association of library entities that provides for the systematic and effective coordination of the resources of eligible libraries, as defined above, and information centers that work to improve the services delivered to the clientele of these libraries or archives
  • A library or archives association that exists on a permanent basis; serves libraries, archives, or library or archival professionals on a national, regional, state, or local level; and engages in activities designed to advance the well-being of libraries and the library profession

Native American tribal organizations may apply if they otherwise meet the above eligibility requirements.

Applications involving partnerships or collaborations are welcome. When two or more eligible entities work together on a project, one of them must meet all eligibility requirements, serve as the lead applicant, and administer the award on behalf of the other(s).

Applications for renewal or supplementation of existing projects are not eligible to compete with applications for new awards.

There is no limit to the number of applications applicants may submit under the planning, forum, national implementation, or applied research project types; however, applicants may only submit one application under the community-centered implementation project type. Applicants may not submit the same proposal under more than one project type. Individual project directors may be named on multiple applications.

The preliminary proposal narrative must be in .pdf format and formatted in at least an 11-point font on numbered pages with at least half-inch margins on all sides. Refer to page 30 of the NOFA file for details regarding file naming conventions and restrictions on characters in file names.

Applicants requesting more than $249,999 via a national implementation award must provide at least a one-to-one cost share from nonfederal sources. No cost share is required for applicants requesting funding via planning, forum, community-centered implementation, or applied research awards.

Cost share may include the generally allowable costs listed on pages 21-22 of the NOFA file. Common examples of cost share include:

  • Cash outlays
  • Contribution of property and services
  • In-kind contributions, such as staff or volunteer time, that support project activities

Cost share may not include the unallowable costs listed on page 22 of the NOFA file.

Funding Notes:

An unspecified amount of funding is available through this program overall, with $11.5 million expected to be available to support an anticipated 45 awards through this component. Expected award amounts and project periods will vary according to project type, as follows:

  • Planning: awards ranging from $50,000 to $150,000 with project periods of one to two years
  • Forum: awards ranging from $50,000 to $150,000 with project periods of one to two years
  • Community-centered implementation: awards ranging from $25,000 to $100,000 with project periods of one to two years
  • National implementation: awards ranging from $50,000 to $1 million with project periods of one to three years
  • Applied research: awards ranging from $50,000 to $750,000 with project periods of one to three years

In previous years, the average amount of funding per award has been $356,005.

Subject to the availability of funds and the discretion of the funding agency, it is anticipated that applicants will be notified of award decisions in July 2025.

Project periods must begin on August 1, 2025, and end by July 31, 2028. Project activities may be carried out for one to three years, based on the selected project type.

Funds may not be provided to any federal agency serving as a third party.

Funds may not be used for:

  • General fundraising costs, such as development office staff or other staff time devoted to general fundraising
  • Contributions to endowments
  • General operating support
  • General advertising or public relations costs designed solely for promotional activities other than those related to the specific project
  • Construction or renovation of facilities
  • Social activities, receptions, or entertainment

For FY 2024, a total of $13,206,160 was distributed via 50 awards ranging from $104,771 to $749,965 through this component. For FY 2023, a total of $11,748,163 was distributed via 33 awards ranging from $124,391 to $742,726 through this component. The purpose of the Libraries component of the National Leadership Grants program is to provide an opportunity for libraries to take leadership in addressing the most compelling needs facing their institutions. The Maryland State Department of Education requested $111,536 to address the national issues dealing with enhancing the qualities of school personnel in library and information science, particularly issues relating to recruitment and retention of school library media specialist. The Maryland State Department of Education provided $104,166 in matching funds.
