Summary:
The purpose of this program is to support collaborative, science-based restoration projects that focus on priority landscapes in the western United States, and to encourage the use of innovative cross-boundary approaches to support landscape restoration. Projects must focus on on-the-ground outcomes on nonfederal rural forest land, which is also considered non-industrial private forest land or state forest land. For the purposes of this program, rural areas are areas other than urbanized areas such as cities or towns with populations of greater than 50,000 inhabitants.
Proposals must be designed to achieve one or more of the following objectives:
- Reduce the risk of uncharacteristic wildfires
- Improve fish and wildlife habitats, including for threatened and endangered species
- Maintain and improve water quality and watershed function
- Mitigate invasive species, insect infestation, and disease
- Improve important forest ecosystems
- Measure ecological and economic benefits, including air quality, soil quality, and productivity
- Take other actions as determined by the funding agency
Priority will be given to proposals that:
- Promote cross-boundary collaboration
- Coordinate with or are in proximity to other complementary landscape-scale projects on National Forest System lands, or lands under the jurisdiction of the Secretary of the Interior or a state
- Coordinate with or are in proximity to other complementary landscape-scale projects on state land
- Coordinate with Natural Resources Conservation Service (NRCS) programs and appropriate state-level programs

Eligibility is limited to applicants in the states of Alaska, Arizona, California, Colorado, Hawaii, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, and Wyoming, and the territories of American Samoa, Guam, the Republic of the Marshall Islands, the Federated States of Micronesia, the Commonwealth of the Northern Mariana Islands, and the Republic of Palau.

- State and territorial forestry agencies or appropriate state agencies
- Units of local government
- Federally recognized Indian tribes
- 501(c)(3) nonprofit organizations
- Universities
- Alaska Native corporations
Eligible applicants must be located in the states of Alaska, Arizona, California, Colorado, Hawaii, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, or Wyoming, or the territories of American Samoa, Guam, the Republic of the Marshall Islands, the Federated States of Micronesia, the Commonwealth of the Northern Mariana Islands, or the Republic of Palau.
A state can participate in a multistate project and choose not to submit a multistate proposal. Refer to the MultistateProposalGuide file for additional information regarding the submission of multistate proposals.
A maximum of five proposals may be put forward for consideration within each state, which includes all eligible entities therein.
For-profit entities are not eligible to apply.

Applicants must provide a one-to-one match of the total award amount via nonfederal cash or in-kind contributions. For applications from the Republic of the Marshall Islands, the Federated States of Micronesia, the Commonwealth of the Northern Mariana Islands, and the Republic of Palau, match must only be provided for funds received in excess of $200,000.
Applicants that leverage funding from multiple entities will receive priority.
Matching contributions may not be used for construction, research, and other ineligible activities.
Funding Notes:
An unspecified amount of funding is available to support awards ranging from $25,000 to $300,000 per project through this program. Each state may submit up to five proposals; however, no state will receive more than 15 percent of the total funds available.
Funds will be provided on a reimbursement basis.
Project periods must be no longer than three years.
The purchase of special-purpose/technical equipment may be allowable with prior approval from the funding agency.
Funds may not be used for:
- Research projects
- Construction projects, including construction of new buildings or roads
- Purchase of land
- Direct landowner payments, such as cost share, reimbursement, and other types of payment provided directly to private landowners
- Projects that occur on federal land
- Purchase of fire department equipment
For FY 2023, a total of $4,212,098 was recommended to fund 19 awards ranging from $61,720 to $300,000 through the main competition, and $199,568 was recommended to fund one award of $199,568 through the Pacific Islands set-aside through this program. For FY 2022, a total of $3,814,108 was recommended to fund 13 awards ranging from $220,369 to $300,000 through the main competition, and $185,892 was recommended to fund two awards of $60,144 and $125,748 through the Pacific Islands set-aside. Oregon Department of Forestry requested and received $300,000 to reduce the risk of uncharacteristic wildfires in the southeast of the Gilcrest State Forest. Project activities include forest treatments in preparation for a cross-boundary prescribed fire. The applicant provided $300,000 to match the remainder of the project costs. |
