Summary:

The purpose of this program is to support planning, capital, and operating assistance for tribal public transit services in rural areas. For the purposes of this program, public transportation includes regular, continuing shared-ride surface transportation services open to the public or open to a segment of the public defined by age, disability, or low income. Specific types of projects include capital investment for startups, replacement or expansion needs, operating assistance, and planning projects. Applicants may apply for more than one project type.

This program supports the funding agency's strategic goals and objectives through investments that enhance safety, renew transit systems, reduce greenhouse gas emissions in the public transportation, improve equity, and connect communities.

Eligibility Notes:

Eligible applicants include federally recognized Indian tribes or Alaska Native villages, groups, or communities as identified by the U.S. Department of the Interior (DOI) Bureau of Indian Affairs (BIA). A list of federally recognized tribes can be found online at www.federalregister.gov.

Applicants must have sufficient legal, financial, and technical capabilities to receive and administer federal funds under this program. In addition, applicants must provide services in rural areas with a population of less than 50,000. A service area may include some portions of urban areas, as long as rural areas are also served. For the purposes of this program, eligible service areas are rural areas as defined under the 2020 census.

Applicants applying for capital replacement or expansion projects must describe the source of operating funds that will be available to support existing or expanded transit services.

Applications that include requests for more than one project type must identify the specific funds requested for each project type.

  • Bay Mills Indian Community (MI)
  • Yurok Tribe (CA)
  • Kaibab Band of Paiute Indians (AZ)
  • Karuk Tribe Transportation Department (CA)

Applications must be submitted by 11:59 p.m. ET on November 13, 2024.

Applications must be submitted online at www.ecivis.com/grants.gov. Mailed or faxed submissions will not be accepted.

Applications must include:

  • SF 424
  • Supplemental form
  • Annual operating budget
  • Letters of support or other formal or informal documents that show community support (if applicable)

The following are required in order to submit an application:

  • Unique Entity Identifier (UEI) number
  • SAM (System for Award Management) registration

Applicants may obtain a UEI number and verify or renew SAM registration status at www.ecivis.com/sam.

Applications for capital and operating assistance projects will be evaluated according to the following criteria:

  • Planning and local/regional prioritization
  • Project readiness
  • Demonstration of need
  • Demonstration of benefits
  • Financial commitment and capacity

  • The need for and description of the proposed study
  • Method used to implement the proposed study or further tribal transit

Matching funds are not required for this program; however, applicants may choose to provide a local, nonfederal match at their own discretion.

Additionally, applicants applying for capital replacement or expansion projects must describe the source of operating funds that will be available to support existing or expanded transit services.

Funding Notes:

A total of $9,169,076 is available to support awards through this program. For planning projects, the maximum award amount is $50,000, and there is no minimum award amount. For operating and capital projects, there are no minimum or maximum award amounts.

The indirect cost rate is limited to 10 percent of the total award amount.

The funding agency may authorize award recipients to incur pre-award costs after the program's award announcement. Applicants are encouraged to contact the program staff, using the information provided in the Contact section, to discuss pre-award authority.

Funds may not be used for:

  • Pre-award costs incurred prior to award announcements
  • Replacing other, existing funds

For FY 2024, a total of $9,636,048 was distributed via 26 awards ranging from $49,696 to $957,052 through this program. For FY 2023, a total of $9,912,656 was distributed via 22 awards ranging from $25,000 to $1,411,464. For FY 2022, a total of $8,635,124 was distributed via 25 awards ranging from $16,185 to $1,607,986. Refer to the Award file for details.
