Summary:
The purpose of this program is to provide states, tribes, and interstate agencies with flexibility to direct resources toward environmental priorities and support cross-media approaches by offering an alternative grant delivery tool that allows for the combination of up to 19 eligible State and Tribal Assistance Grants (STAGs) into a single grant with a single budget. The goals of this program are to:
- Strengthen partnerships between the funding agency and award recipients through joint planning, priority setting, and efficient and effective management of resources
- Provide states, tribes, and interstate agencies with flexibility to direct resources where they are needed to address environmental and public health priorities
- Link program activities more effectively with environmental and public health goals and environmental outcomes
- Foster implementation of innovative approaches such as pollution prevention, ecosystem management, and community-based environmental protection strategies
- Provide savings by streamlining administrative requirements
Projects must have a strong underpinning of strategic thinking based on:
- An assessment of environmental conditions and program implementation needs
- Analysis of approaches and tools that are most likely to bring about the greatest environmental results
- Jointly developed goals and priorities that are translated into plans at the operational level
Funds available for the following 19 STAGs are eligible to be combined into a PPG:
- Multipurpose Grants to States and Tribes
- Air Pollution Control Program Support
- State Indoor Radon Grants
- TSCA Title IV State Lead Grants Certification for Lead-Based Paint Professionals
- Pollution Prevention Grant Program
- Consolidated Pesticide Enforcement Cooperative Agreements
- Toxic Substances Compliance Monitoring Cooperative Agreements
- Indian Environmental General Assistance Program (GAP)
- Hazardous Waste Management State Program Support
- Underground Storage Tank Prevention, Detection, and Compliance Program
- Hazardous Waste Management Grant Program for Tribes
- State and Tribal Response Program Grants
- Environmental Information Exchange Network Grant Program and Related Assistance
- Water Pollution Control State, Interstate, and Tribal Program Support
- State Public Water System Supervision
- State Underground Water Source Protection
- Nonpoint Source Implementation Grants

- Beach Monitoring and Notification Program Implementation Grants

Application Notes:
Application due dates will vary according to each U.S. Environmental Protection Agency (EPA) region. To obtain application information and guidelines, applicants must contact the appropriate EPA regional office listed online at www.epa.gov.
In general, applications must be submitted online at www.ecivis.com/grants.gov, except in limited circumstances approved by the funding agency. To obtain specific application submission information and guidelines, applicants must contact their appropriate EPA regional office. Application contents will be determined by negotiations with each regional office. The application will include an SF 424 and required supporting documents.
The following are required in order to submit an application:
- Unique Entity Identifier (UEI) number
- SAM (System for Award Management) registration
- SPOC (state Single Point of Contact) notification
Applicants may obtain a UEI number and verify or renew SAM registration status at www.ecivis.com/sam. Applicants in states participating in the SPOC program must contact the relevant SPOC listed in the SPOC file before applying.
To include competitive programs in a PPG, applicants must apply separately to the competitive program, and, if awarded, the applicants will work with the EPA regional office to include the competitive grant funds in the PPG, if requested by the state.

Applicants must provide the minimum recipient cost share, which is equal to the sum of the minimum cost shares of the included categorical grants. Tribal governments and intertribal consortia may be eligible for match requirement waivers.
Funding Notes:
This program does not provide any funding in addition to the State and Tribal Assistance Grants (STAGs) provided under other statutory authorities; however, by allowing applicants to combine several awards into a single award with a single budget, this program can contribute to the reduction of administrative transaction costs, provide flexibility to direct resources toward environmental priorities, and support cross-media approaches and initiatives.
Funds will be provided on a reimbursement basis.
Project periods are flexible and may be negotiated between the funding agency and the recipient for up to a maximum of five years. To maximize flexibilities and ensure program continuity, it is a best practice to apply for multiyear PPGs.
Awards will be approved within 60 to 90 days of application submission.
