Summary:
The purpose of this program is to allow states and units of local government to purchase law enforcement equipment related to counter-drug, homeland security, and emergency response activities through federal procurement channels. By taking advantage of the purchasing power of the federal government to receive discounts commensurate with large volume purchases, the program affords applicants the opportunity to maximize their use of taxpayer dollars.
Eligibility is limited to applicants located in states that currently have a certified state point of contact (SPOC).

Eligible applicants are state and units of local government, defined as follows:
- States include the District of Columbia, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, and any U.S. territory or possession
- Units of local government include:
- Any city, county, township, town, borough, parish, village, or other general purpose political subdivision of a state
- An Indian tribe that performs law enforcement or emergency response functions as determined by the Secretary of the Interior
- Any agency of the District of Columbia government or the U.S. government performing law enforcement or emergency response functions in and for the District of Columbia or the Trust Territory of the Pacific Islands
