Summary:

The purpose of this program is to enable states and local governments to access federal sources of supply to purchase equipment to support counter-drug, homeland security, and emergency response activities. To participate in this program, applicants must contact the appropriate certified State Point of Contact (SPOC). The SPOC will take orders from applicants, validate that the equipment will be used for approved activities, and ensure that funds are available.

Eligibility is limited to applicants located in states that have a certified SPOC.

Eligible applicants are:

  • States, including the District of Columbia, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, and any territory or possession of the United States
  • Units of local government, including:
    • Cities, counties, townships, towns, boroughs, parishes, villages, or other general-purpose political subdivisions of a state
    • Indian tribes that perform law enforcement or emergency response functions as determined by the Secretary of the Interior
    • Any agencies of the District of Columbia government or the U.S. government performing law enforcement or emergency response functions in and for the District of Columbia or the Trust Territory of the Pacific Islands

Applicants must be located in states that have a certified State Point of Contact (SPOC).
