Summary:
The purpose of this program is to support building improvement projects proposed by nonprofit organizations that reduce energy use, lower carbon emissions, and generate short- and long-term energy cost saving so that operational dollars can be redirected toward mission-critical work. Funding may be used for energy efficiency equipment and installation to reduce operational costs by improving efficiency.
Eligible energy improvements include:
- Insulation
- Energy efficient lighting
- Heating, ventilation, and air conditioning (HVAC) upgrades to existing systems, including installation of a ten square foot pad for an HVAC system adjacent to a building foundation
- Weather sealing and duct sealing
- Energy/water-efficient residential and commercial appliances and equipment, such as:
- Grid-interactive building technologies
- Energy or water monitoring and control systems
- Thermostats
- Heat pumps
- Furnaces
- Air conditioners
- Related software
- Windows and doors retrofit and replacement
- Electric appliances, including replacement of appliances that utilize fossil fuels with electric appliances, such as:
- Heat pumps for water heating
- Air heating/cooling
- Electric dryers
- Stoves
- Energy-efficient commercial kitchen equipment, such as efficient refrigerators, freezers, dishwashers, ice makers, fryers, ovens, and stoves
- Roof repair or replacement, including replacing decking material and roofs and/or changing roof material
- Electrical system upgrades required to enable energy-efficient/clean energy
Applicants must propose upgrades only to buildings they own and operate.
Award recipients without a historic preservation programmatic agreement (PA), or recipients completing projects on tribal properties, must adhere to additional restrictions, as detailed on page 2 of the NOFA file.
Additionally, funded activities may require state historic preservation office (SHPO) consultation on buildings 45 years or older, as applicable per each states' historic preservation PA. Recipients must review their PA to understand their responsibilities for SHPO consultation.

- Organizational capacity and need (30 percent)
- Community-related impacts (30 percent)

Applicants must provide 20 percent of the award amount using nonfederal cash and/or in-kind contributions.
Funding Notes:
A total of $2 million is available to support awards of up to $100,000 through this program.
Award selection is expected to occur by mid-December 2024, and award negotiations will occur for approximately two months after selections have been made.
Projects are anticipated to be completed within 12 months, with the option to request a six-month, no-cost extension.
Funds may not be used for:
- Solar panels
- Electric vehicles
- Electric vehicle charging
