Summary:
The purpose of this program is to address historical disparities is science, technology, engineering, and mathematics (STEM) education, particularly among females and minorities at the elementary and secondary school level, by supporting innovative curriculum development, immersive learning experiences, and community engagement initiatives. Projects supported through this program will focus on improving the preparation of students, particularly females and minorities, in STEM and creating a talent pipeline from this program to other Federal Highway Administration (FHWA) workforce development programs.
The goals of this program are to:
- Attract K-12 students in under-represented groups to STEM education and careers in the transportation industry
- Create a talent pipeline from this program to other FHWA workforce development programs and other transportation careers
- Foster creativity and forward-thinking by incorporating modern technologies, real-world problem-solving, and hands-on experiences in the curriculum
- Develop strong partnerships between government, educational institutions, and the private sector to create a collaborative community that supports and uplifts under-represented groups in transportation
Award recipients will be expected to perform the following tasks:
- Task A: development and delivery of replicable practices: award recipients must develop and carry out innovative, replicable practices in experiential learning to prepare students, particularly females and minorities, through transportation-related activities in STEM; examples of experiential learning practices include:
- Internships that offer students experience in the transportation field
- Programs that allow students to observe scientists and engineers working on projects in the transportation field
- Developing relevant curriculum that uses examples and problems related to transportation
- Task B: collaboration and consortium participation: award recipients must participate in a consortium of award recipients and work collectively to further the goals of this program; award recipients must collaborate on a plan to pull together the outcomes and deliverables from the various projects with the objectives to:
- Enable award recipients to showcase promising practices created from the projects
- Encourage peer-to-peer exchange and collaboration opportunities
- Discuss how to leverage partnerships for workforce development
- Coordinate on the development of the overall program goals, objectives, and performance measures
The funding agency also seeks to support transportation-related STEM activities that advance the following FHWA priorities, where applicable:
- Safety: activities that promote an understanding of the importance of advancing safe and efficient transportation
- Climate change and sustainability: activities that promote an understanding of the importance of reducing greenhouse gas emissions in the transportation sector
- Equity: activities that promote an understanding of the importance of proportional impacts to all populations in a project area, removing transportation-related disparities to all populations in a project area, and increasing equitable access to project benefits
- Workforce development, job quality, and wealth creation: activities that lead to good-paying jobs with the free and fair choice to join a union and the incorporation of strong labor standards and training and placement programs

Excluding the items listed on page 16 of the NOFA file, the supplemental narrative volume 1 may be no longer than 25 single-spaced pages. Resumes are limited to one page. Up to $1.8 million is expected to be available through this program to support up to an anticipated six awards of an estimated $300,000 each.
Funds will be provided on a reimbursement basis.

- Indirect costs
