Summary:

The purpose of this program is to support the installation of thermally led community wood energy systems or the building or expansion of innovative wood product facilities. By expanding renewable wood energy use and innovative wood products manufacturing capacity, this program is intended to bolster forest health and stimulate local economies.

Funding will support shovel-ready projects that will not require additional funding or time to complete after the award period. Examples of eligible projects include:

  • Installing a thermally led community wood energy system for heating, cooling, and/or electricity that replaces fossil fuels, such as coal, oil, propane, or natural gas
  • Purchasing and installing manufacturing equipment at a mass timber production facility
  • Expanding a sawmill to add higher value production lines that incorporate innovative technologies and cost-cutting measures
  • Purchasing and installing equipment at a new facility to produce biofuels from forest residues

Priority will be given to projects that:

  • Are located where markets are needed for low-value or low-quality wood
  • Are located where the project will aid forest restoration
  • Use or retrofit existing sawmill facilities located in areas where the average annual unemployment rate exceeded the national average unemployment rate by more than 1 percent in calendar year 2023
  • Use the most stringent control technology that has been required or achieved in practice for a wood-fired boiler and will operate in a location with limited access to natural gas pipelines
  • Support, benefit, or engage communities that are historically underserved, marginalized, and adversely affected by persistent poverty or inequality

Projects that incorporate commercially proven technologies will be most competitive.

Projects must provide a preference for the purchase, acquisition, or use of goods, products, or materials produced in the United States.

Matching funds are not required for this program; however, because awards generally only cover up to 35 percent of the total capital costs of a project, leveraging is required. Applicants must contribute the additional nonfederal funds necessary to complete the project above and beyond the requested award amount. Leveraged funds may consist of cash, materials, or in-kind services.

Funding Notes:

Up to $6 million is expected to be available to support awards through this program. In general, the maximum award amount is $1 million to pay for up to 35 percent of the total capital costs; however, the funding agency may consider awards of up to $1.5 million, for up to 50 percent of the total capital costs, for projects that warrant special consideration, especially for projects located in areas of high unemployment. Applicants seeking special consideration must obtain prior approval before submitting an application by contacting the appropriate regional coordinator listed on pages 14-15 of the NOFA file.

Funds will be provided on a reimbursement basis, and 10 percent of the total award amount may be held until final reporting is completed and approved.

Award announcements are expected to be made in May 2025, and most awards are expected to be executed by October 1, 2025.

The award period will typically span two to three years; however, the award period may last up to five years for projects of greater complexity.

Funds may not be used for:

  • Basic research projects
  • Pre-award costs
  • Capital costs that would create a federal interest in real property
  • Operating costs
  • Acquiring a community wood energy system that exceeds nameplate capacity of 5 megawatts of thermal energy or combined thermal and electric energy
  • Projects that involve federal employees
  • Expenses for self-marketing or self-promotion

For FY 2025, 27 awards ranging from $247,777 to $1 million were issued through this program. For FY 2024, 17 awards ranging from $200,722 to $1.14 million were issued. For FY 2023, 19 awards ranging from $158,000 to $1.5 million were issued. Refer to the Award file for details.

Project: Scaling of Affordable Mass Timber (6.9 Mb)
Applicant: Sterling Site Access Solutions, LLC
Summary:

The purpose of this program is to support projects to install a thermally led community wood energy system or build an innovative wood product facility. Sterling Site Access Solutions, LLC requested and received $1 million to purchase equipment to support the successful scaling of a mass timber initiative to serve commercial construction markets. Project goals include increasing panel machining capacity; reducing panel gaps to improve visual quality; reducing cost and increasing speed associated with stickering and de-stickering of lumber; and optimizing the layout and maximizing the useable square feet of the machining, secondary, and packaging operations. The applicant will provide $3,415,079 to match the remainder of the project costs.
