Summary:
The purpose of this program is to provide resources and assistance at no charge to state traffic records professionals as they work to improve their traffic records data collection, management, and analysis capabilities. Specifically, this program will provide recipients with access to small groups of one to three subject matter experts who will help them address specific traffic records issues through tailored technical assistance and training based on needs.
Projects must have a clearly delineated scope appropriate to the program; that is, a smaller-scale, short- to medium-term need. Examples of projects involving the technical assistance team include:
- Data integration: evaluate available databases and facilitate discussions between data custodians to allow sharing and integration between agencies, and suggest how integrated data could be used to identify problems and recommend and evaluate countermeasures
- Injury surveillance: facilitate discussions with data managers and help explain the importance of linking injury data with crash data, how data will be used, and address confidentiality concerns in order to move toward a data-sharing agreement or memorandum of understanding
- Driver/vehicle: help a jurisdiction improve data quality through the implementation of edit checks and other quality control (QC) components
- Crash: train jurisdiction crash data collectors, processors, administrators, and users on the importance of quality crash data and how this helps to improve safety decisions
- Citation and adjudication: help develop a "law table" to interpret the local charges and help harmonize local and state statute citations so that more accurate data can be collected
- Roadway: help a jurisdiction develop an effective data governance plan for roadway data by identifying and maintaining critical data elements to create a data inventory within the Department of Transportation and with other traffic records datasets
- Traffic Records Coordinating Committee (TRCC) management and strategic planning: assist a jurisdiction TRCC with strategic planning and implementing performance measures to meet strategic planning goals
- Comprehensive data inventory: help a jurisdiction establish a process for building a comprehensive data inventory of the state’s traffic records systems
- State traffic records coordinator: support and train the jurisdiction traffic records coordinator on traffic records program requirements, TRCC management and effectiveness, and stakeholder engagement
- Crash data improvement program: evaluate the quality of crash data and provide the jurisdiction with specific recommendations to improve the quality, management, and use of that data to support safety decisions and facilitate electronic data transfer
