Summary:

The purpose of this program is to provide financial and technical assistance to federally recognized Native American tribes that propose projects and activities that develop, manage, and protect their water and water-related resources.

Eligible projects include:

  • Water need and water infrastructure assessments
  • Water management plans and studies
  • Short-term water quality or water measurement data collection and assessment to inform new management approaches
  • Training for tribal staff and managers in areas of water resources' development, management, and protection
  • Drilling domestic or stock watering wells
  • On-the-ground activities related to riparian and aquatic habitat with the goal to maintain or improve water quantity or water quality, including restoring wetlands, controlling erosion, stabilizing streambanks, and constructing ponds
  • Developing water basin plans
  • Distinct, standalone water-related activities that are part of larger projects

Eligible costs include personnel, fringe benefits, travel, equipment, supplies, contractual costs, construction costs, other direct costs, and indirect costs.

Eligibility is limited to applicants located in the 17 western states identified in the Reclamation Act of June 17, 1902, including Arizona, California, Colorado, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington, and Wyoming. Eligibility Notes:

Eligible applicants are federally recognized Indian tribes.

Partnering and collaboration is encouraged.

Applicants must be located in the 17 western states identified in the Reclamation Act of June 17, 1902, which are Arizona, California, Colorado, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington, and Wyoming.

Applicants may submit more than one application and receive more than one award.

Applicants with an enacted Indian Water Rights Settlement must identify the settlement in their application. Such entities may be ineligible for an award due to the uniqueness of each settlement.

Project narratives must be submitted on standard-sized, numbered pages with one-inch margins, using an easily readable font in 12-point size. 

The following are required in order to submit an application:

  • Unique Entity Identifier (UEI) number
  • SAM (System for Award Management) registration

Applicants may obtain a UEI number and verify or renew SAM registration status at www.ecivis.com/sam.

Applications will be evaluated according to the following criteria:

  • Project need (30 points)
  • Project benefits (30 points)
  • Project implementation (30 points)

Matching funds are not required for this program. Any nonfederal and third-party contributions must be identified in the application.

Funding Notes:

An estimated $7 million is expected to be available to support approximately ten grants or cooperative agreements ranging from $50,000 to $1 million per project each through this program. An applicant may receive a total of $2 million through this program if funded for multiple projects.

In addition to monetary awards, this program also provides technical assistance to award recipients.

Project periods may not exceed two years. The project start date is expected to be April 28, 2026, and the project end date is expected to be April 28, 2028.

Pre-award costs may be allowed if incurred after the date of the posting of the program solicitation and are approved by the funding agency. 

Funds may not be used for:

  • Feasibility studies
  • Activities that lack definable products or deliverables
  • Specific employment positions within an Indian tribe
  • Activities that generate data or analyses that have the potential to compromise any study or activities of a U.S. Department of the Interior Indian water rights negotiation or the Department of Justice in its pursuit of related Indian water rights claims
  • Activities related to nonfederal or non-tribal dams and associated structures
  • Activities providing funding for the administration of contracts or agreements that are unrelated to the program
  • Purchase of equipment as the sole purpose of the project
  • Water purchases, including the purchase or leasing of water rights or water shares
  • Activities in direct support of litigation of any kind
  • Activities that will obligate the funding agency to provide, or are not sustainable unless the funding agency provides, ongoing funding, such as an obligation to provide future funding for operation, maintenance, or replacement

In July 2023, a total of $4 million was distributed via 11 awards ranging from $262,992 to $400,000 through this program. In September 2022, a total of $10.3 million was distributed via 26 awards ranging from $61,000 to $500,000. In March 2022, a total of $3 million was distributed via 17 awards ranging from $10,000 to $200,000. Refer to the Award file for details.
