Summary:

The purpose of this program is to support the provision of clean and reliable drinking water systems, sanitary sewage disposal, sanitary solid waste disposal, and stormwater drainage for households and businesses in eligible rural areas. Funding will help eligible low-income communities plan and develop applications for the funding agency's Water and Waste Disposal Loan and Grant Program, known in eCivis Grants Network as US0485.

Projects must serve areas that have a median household income below the poverty line or less than 80 percent of the statewide non-metropolitan median household income. Eligible areas may include:

  • Rural areas and towns with populations of 10,000 or fewer, information on which can be found online at eligibility.sc.egov.usda.gov
  • Federally recognized tribal lands
  • Colonias

Partnerships with other federal, state, and local organizations are encouraged, and awards will be issued through this program only when the applicant cannot afford to borrow the needed funds.

Applicants must provide at least 25 percent of the total predevelopment planning costs via cash contributions.

In-kind contributions may not be used as a match.

Funding Notes:

An unspecified amount of funding is available through this program to support awards of up to $60,000 or 75 percent of the total predevelopment planning costs. Award amounts will be based on demonstrated need and availability of funds.

The amount of the award will be subtracted from the total award eligibility if a U.S. Department of Agriculture (USDA) award is issued for part of the proposed water or waste disposal project. Awards issued through this program do not have to be paid back if the application for the USDA direct loan or loan and grant combination is not successful.

Funds may not be used to pay for work that has already been completed.
