Summary:

The purpose of this program is to provide targeted brownfields assessments (TBAs) to communities, free of charge, conducted by environmental consultants. Assistance may encompass one or more of the following activities on brownfields properties:

  • Phase I assessment, including a background and historical investigation and a preliminary property inspection
  • Phase II environmental assessment, including sampling activities to identify the types and concentrations of contaminants and the areas of contamination
  • Cleanup options and cost estimates based on future uses and redevelopment plans

Properties may, in the future, be put to use as residential, recreational, commercial/retail, or industrial sites.

Eligibility is limited to applicants located in EPA Region 4, which consists of the states of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee.

Eligibility Notes:

Eligible applicants are public and nonprofit entities, such as:

  • Municipalities
  • Community development corporations
  • Tribal governments
  • Local governments
  • State governments
  • Councils of governments

Private land owners may also be eligible if their redevelopment plans include a commitment to provide a clear and substantial public benefit.

Applicants must be located in EPA Region 4, which consists of the states of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee.

  • Current site ownership information
  • Involvement of state environmental agency in enforcement or oversight of assessment/cleanup activities at the candidate site
  • Past uses of site and approximate dates
  • Prior assessment activities
  • Site assessment needs
  • Anticipated future use
  • Description of proposed funding sources for any site evaluation/cleanup and current or past evidence of developer interest
  • Description of any public interest and/or community involvement in site reuse planning

Following application submission, applicants may be contacted by the funding agency with additional questions and/or to arrange a site visit.
