Summary:
The purpose of this program is to support shovel-ready, rural Alaskan transportation projects in need of local match or gap funding assistance that benefit communities that lack the tax base or resources necessary to meet cost share requirements. The program is intended to provide funding to cover local match needs or address funding gaps, facilitating the completion of surface transportation projects and supporting infrastructure development in rural communities.
Projects must demonstrate a need for match funding from another transportation program or require gap funding of 30 percent or less of the total construction cost.
Examples of eligible activities include:
- Road improvements, including surface repair, dust control, and drainage improvements
- Board roads, all-terrain vehicle (ATV), and multiuse trails and walkways
- Rural transit activities, including capital and operating assistance
- Other surface transportation projects, excluding those on airport facilities
Consideration will be given to transportation activities that advance or leverage the following areas:
- Promote local and regional connectivity
- Demonstrate project readiness
- Support connection to multimodal transportation options
- Support planned land use, and the pursuit of housing and economic development opportunities
- Improve community health and safety
- Protect ecologically sensitive, erosive, or potentially erosive sites
- Improve system resiliency to extreme climate trends and natural disasters
Eligible expenses include construction, capital improvements, operational enhancements, and necessary supplies or equipment.
Eligibility is limited to projects that benefit the public in Alaska.

Statements of interest will be accepted on a rolling basis until 5:00 p.m. AKT on January 31, 2025.
Statements of interest must be emailed to the appropriate address provided in the Contact section using the subject line "Match and Gap Funding Assistance for Surface Transportation Projects."

All applications must have a Unique Entity Identifier (UEI) number. Applicants may obtain a UEI number via SAM (System for Award Management) by accessing www.ecivis.com/sam.
Applicants submitted successful statements of interest will be invited beginning by approximately January 15, 2025, to submit proposals. Invitations for proposal will give applicants approximately 45 days to respond with a proposal.

Match Notes:
Applicants requiring gap funding for projects that have received funding from other sources must provide at least 70 percent of the total construction costs. This program will also provide match funding for projects for which applicants are applying, have applied, or have secured a federal award that requires a local match.
Funding Notes:
Up to $5 million is available to support awards of up to $1 million per community through this program.
In general, awards will be made on a reimbursement basis.
Awards are anticipated to be made in late spring 2025.
The cost of repair and upgrade of project equipment is limited to 30 percent of the total project cost.
Funds may not be used for projects on airport facilities.
