Summary:

The purpose of this program is to increase the resilience of lands facing the threat of wildland fires and to better support federal wildland firefighters. Program funding will provide local governments with financial assistance to acquire slip-on tanker units to establish fleets of vehicles that can be quickly converted to be operated as fire engines.

Project prioritization will be determined by:

  • Wildfire Risk to Communities dashboard wildfire risk score of the service area(s): Projects will first be ordered based on the wildlife risk score of the service area(s) from the highest score to the lowest. For projects submitted for multiple locations, the average score for all the locations included on the application will be considered.
  • Equitable geographical distribution: It is the funding agency's desire that the slip-on tankers obtained through this program be geographically distributed as equitably as possible based on the pool of eligible entities submitting acceptable applications.

The project area of protection/service area(s) must have a population of 50,000 or less, as well as at least a moderate wildfire risk, defined as at least the 40th percentile in the National Wildfire Risk to Homes dataset. Population size and wildfire risk can be determined via the Wildfire Risk to Communities dashboard, found online at wildfirerisk.org.

Units must meet the required minimum specifications outlined in the MinimumSpecifications file. It is the responsibility of the applicant to find a company to meet the minimum slip-on tank specifications.

Labor costs associated with the installation of the slip-on units are eligible costs.

The program officer stated state governments are eligible to apply on behalf of entities that meet the eligibility requirements, such as a state that applies on behalf of its counties, as long as the counties meet the eligibility criteria.

Eligible applicants are local governments, including:

  • Counties
  • Boroughs
  • Municipalities
  • Cities
  • Towns
  • Townships
  • Parishes
  • Local public authorities, including any public housing agency under the U.S. Housing Act of 1937
  • Special districts
  • School districts
  • Intrastate districts
  • Councils of governments, whether or not incorporated as a nonprofit organization under state law
  • Any other agency or instrumentality of a multiregion, intra-state, or local government

In addition, local fire departments that are not municipalities may be eligible, as detailed on page 1 of the FAQ file.

Applicants must provide fire protection and other emergency services.

Applications may be a single entity application or a consolidated application. A single entity application is where one entity is applying for slip-on tanker unit(s) to be used in their area of protection/service location. A consolidated application is where one entity is applying for slip-on tanker unit(s) on behalf of at least two entities whereby each entity represented would have a separate area of protection/service location. Each entity represented in a consolidated application must meet the eligibility criteria.

Local governments located in U.S. territories are ineligible.

Funding Notes:

A total of $20 million is anticipated to be available to support between an anticipated 75 and 125 awards ranging from an anticipated $10,000 to $500,000 through this program. Up to 25 awards will be reserved for consolidated applications.

Award notifications will be provided by April 30, 2025.

Awards are anticipated to be provided between June 6, 2025, and September 15, 2025.

Any pre-award costs incurred prior to the receipt of a signed contract agreement or written notice signed by the funding agency authorizing pre-award costs are at the applicant's own risk.

Funds may not be used for:

  • The purchase of a truck
  • The purchase of a forestry hose/reel system
  • The purchase of a chassis
  • The acquisition or modification of a truck bed
  • Ultra high pressure and high pressure systems
