Summary:
The purpose of this program is to allow communities to participate in Superfund cleanup decision-making. Funding will be made available to communities to pay for advisors who will interpret and explain site reports and conditions, as well as proposed cleanup plans and decisions. This technical assistance will help communities voice their concerns and preferences on site issues and participate more substantively in site decisions.
A majority of the funding must be used to pay for one or more technical advisors. Examples of what technical advisors may do include:
- Review site-related documents from the funding agency or other agencies
- Meet with groups and other community members to explain site information
- Make site visits, when appropriate and necessary, to learn more about site activities
- Travel to meetings and hearings about the site
- Evaluate plans for reusing the site after it is cleaned up
- Interpret and explain health-related information
- Participate in public meetings
- Consult with funding agency technical staff
- Assist with the submission of public comments
- Assist with drafting outreach materials such as flyers, newsletters, and web content
A small amount of award funds may be used for administration costs such as supplies, office equipment, rent, and someone to administer the award. If applicant groups incorporate as nonprofit organizations to receive awards, award funds may also be used for necessary and reasonable expenses for incorporation.
Award recipients will choose the technical advisors they work with. Recipients should choose a technical advisor who has the skills to address the specific issues and concerns at the applicable site and who has the qualifications outlined on pages 4-5 of the NOFA file.
Eligibility Notes:
Eligible applicants are groups incorporated for the purpose of participating in decision-making at the applicable Superfund site. Applicants need not be incorporated as nonprofit organizations. The funding agency encourages applications from groups that are interested in becoming more involved in the decision-making process of a nearby site but need help understanding the technical issues and want to share information with the whole community. Examples of eligible applicants include:
- Community groups or citizens' associations formed because of issues and concerns they have about the site
- Groups that have been actively involved at the site and include all the affected individuals and groups who joined in applying for the program
- Groups made up of several groups, like those described above, that came together to deal with community concerns at the applicable site and its effects on the surrounding area
In order to be eligible, a site must either be listed on the National Priorities Site List (NPL) or proposed for the NPL with a response action underway.
Only one award may be issued per site.
Ineligible applicants include:
- Potentially responsible parties (PRPs), which are the individuals, cities/townships, or companies that may be responsible for, or may have contributed to, pollution problems at the site, including facility owners, operators, transporters, or generators of hazardous waste
- Groups representing or receiving money or services from a PRP
- Academic institutions like colleges or universities
- Groups affiliated with a national organization
- Political subdivisions like states, counties, cities, townships, or tribes
- Groups created by, representing, or receiving money or services from any of the groups described above

Application Notes:
To begin the application process, applicants must contact the appropriate regional program coordinator listed online at www.epa.gov to determine site eligibility. If eligible, applicants must then submit a mandatory letter of intent (LOI) to their regional program coordinator. LOIs should include the name of the site or sites, as well as the applicant's contact information. The regional coordinator will guide the applicant through the application process.
Upon receipt of the LOI, regional program coordinators will inform communities of projects and allow other interested groups up to 30 days to join the application. After the initial 30-day period, applicants will be given another 30 days to submit applications. Refer to pages 2-3 of the NOFA file for additional information regarding this process.
Applications are accepted on a rolling basis.

The following are required in order to submit an application:
- Unique Entity Identifier (UEI) number
- SAM (System for Award Management) registration
Applicants may obtain a UEI number and verify or renew SAM registration status at www.ecivis.com/sam.
If necessary, applications will be evaluated using the following criteria:
- How well the applicant group represents the affected community
- The applicant group's plans for using a technical advisor
- The applicant group's ability and plans to inform other community members about site-related information provided by the technical advisor

In general, applicants must provide at least 20 percent of the total project costs via cash or in-kind contributions; however, in some cases, the funding agency may waive the matching requirement or require a smaller contribution.
In-kind contributions may include property or services that benefit this program and that are contributed by nonfederal third parties without charge to the award recipient or by a cost-type contractor under the award agreement. Refer to page 10 of the Guide file for additional information regarding eligible in-kind contributions.
Funding Notes:
An unspecified amount of funding is available to support awards of up to $50,000 through this program. Additional funds may be available at a later date for award recipients.
In general, funds will be provided on a reimbursement basis; however, new award recipients may request a one-time advance payment of up to $5,000.
A small amount of award funds may be used for administration costs such as supplies, office equipment, rent, and someone to administer the award. If applicant groups incorporate as nonprofit organizations to receive awards, award funds may also be used for necessary and reasonable expenses for incorporation.
Advance payments may not be used to pay for incorporating the applicant group, paying a technical advisor, or other contractor services.
Funds may not be used for:
- Travel expenses of group members
- Attorney fees
- Lawsuits or other legal actions, including preparing testimony or hiring expert witnesses
- Lobbying
- Social activities, fundraising, or amusements
- Tuition or training expenses for group members or technical advisors, with the exception of one-time health and safety training for advisors to gain access to sites
- Collection of new health or primary data through, for example, medical testing or well drilling and sampling
- Reopening or challenging final funding agency decisions
- Overseeing/directing funding agency staff
- Receiving technical assistance on non-Superfund-related issues

The purpose of this program is to allow communities to better understand what is going on at Superfund sites, which are sites contaminated due to hazardous waste being dumped, left out in the open, or otherwise improperly managed. Great Swamp Watershed Association requested $50,000 for technical assistance, including advisory services, advisor expenses, and administrative costs for remediation of the Rolling Knolls Superfund site. The project includes reviewing the remedial investigation, the feasibility study, and the proposed plan for remediation. The applicant provided $12,500 to match the remainder of the project costs. |
