Summary:

The purpose of this program is to support innovative and impactful projects that advance the funding agency's mission to reduce crashes, injuries, and fatalities involving large trucks and buses. The objectives of this program are to advance the technological capability and promote the deployment of intelligent transportation system applications for commercial motor vehicle (CMV) operations, including CMV, commercial driver, and carrier-specific information systems and networks, as well as to support/maintain CMV information systems/networks to link federal motor carrier safety information systems with state CMV systems; improve safety and productivity of CMVs and commercial drivers; and reduce costs associated with CMV operations and regulatory requirements.

Funds may be used for:

  • Deployment of new and innovative advanced technology solutions that support CMV information systems and networks
  • Planning activities, including the development or updating of program or top-level design plans in order to become eligible or maintain eligibility for awards under this program
  • Operation and maintenance costs associated with innovative technology

Program priorities are projects that:

  • Help state agencies meet core compliance
  • Safely demonstrate real-time dissemination to CMV drivers of parking space availability by using dynamic message signs, interactive voice recognition, smartphone app, or other proven technology
  • Deploy or maintain a work zone, incident, or traffic queue electronic notification system that will inform the driver within the cab of the CMV of an active work zone, traffic congestion, or an incident ahead
  • Deploy electronic screening technology to detect vehicles under a federal out-of-service (OOS) order
  • Deploy electronic screening technology used in detecting vehicle OOS issues
  • Improve credentialing data quality between the state and the funding agency’s Safety and Fitness Electronic Records (SAFER) system
  • Implement technologies associated with the deployment of electronic inspection capabilities of CMVs
  • Conduct a model deployment of enhanced data sharing via the Commercial Vehicle Information Exchange Window (CVIEW)/SAFER interface amongst other jurisdictions that would minimize delays of safe and legal trucks as they cross state borders
  • Implement or enhance technologies associated with the funding agency's information technology (IT) modernization initiatives

Eligibility Notes:

Eligible applicants are:

  • States
  • The District of Columbia
  • U.S. territories, including American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, and the U.S. Virgin Islands

Applicants must:

  • Have a commercial motor vehicle (CMV) information systems and networks program plan/top level design (PP/TLD) approved by the Secretary of Transportation that describes the various systems and networks at the state level that need to be refined, revised, upgraded, or built to accomplish deployment of CMV information systems and network capabilities
  • Certify that the state's current PP/TLD was approved by the Secretary of Transportation as outlined in the Fixing America’s Surface Transportation (FAST) Act
  • Certify to the Secretary of Transportation that the state's CMV information systems and networks deployment activities, including hardware procurement, software and system development, and infrastructure modifications:
    • Are consistent with national intelligent transportation systems and CMV information systems networks architectures and available standards
    • Promote interoperability and efficiency to the extent practicable
  • Agree to execute interoperability tests developed by the funding agency to verify that the state's systems conform with the national intelligent transportation systems architecture, applicable standards, and protocols for CMV information systems and networks
  • Certify that the state agency is the lead agency responsible for the PP/TLD, or demonstrate that it has a memorandum of understanding (MOU) or other agreement with the lead agency, as well as confirm that the applicant has coordinated with the lead agency regarding all proposed projects to ensure statewide effectiveness and efficiency and to avoid any duplication of effort, or other wastefulness in federal funding initiatives

An applicant may submit more than one application; however, no more than four projects may be included in an application.

Applications will only be accepted for new awards. Applications for renewal or supplementation of existing awards are not eligible.

Businesses are not eligible to apply.

Funding Notes:

Approximately $40 million is expected to be available to support approximately 35 grants or cooperative agreements of up to $2 million each through this program.

Funds will be provided on a reimbursement basis.

The project period will be the federal fiscal year in which the award is made plus four additional fiscal years.

Funds may not be used for:

  • Acquiring property or services for the direct benefit or use by the funding agency or a pass-through entity
  • Costs incurred outside the project period
  • Salary-related bonus payments

For FY 2024, a total of $34,272,094 was distributed via 27 awards ranging from $101,650 to $2 million through this program. For FY 2023, a total of $37.8 million was distributed via 34 awards.
