Summary:

The purpose of this program is to provide no-cost and on-request technical assistance to eligible tribal entities in order to advance tribal energy projects. Technical assistance provided through this program is intended to address a specific challenge or fulfill a need that is essential to successful tribal project implementation, including:

  • Modernizing or developing legal, regulatory, and contractual frameworks for tribal energy
  • Enabling a sustainable competitive business environment
  • Effectively participating in power markets

In addition, the intended results of the technical assistance provided through this program are:

  • Providing a tangible product or specific deliverable designed to help move the tribal project forward
  • Supporting tribes’ self-determination and energy sovereignty by identifying and supporting bankable structures for energy projects through legal technical assistance
  • Assisting tribes in strengthening their in-house capacity to independently lead, advise, and implement such structures in the future

Technical assistance will be provided at no cost by experts from the U.S. Department of Energy (DOE) Office of Indian Energy Policy and Programs, DOE’s national laboratories, and other partnering organizations to support energy planning, energy efficiency assessments, resource assessments, project planning, and building codes and utility formation activities; as well as support the enhancement of the legal environment for energy sector commerce. Technical assistance to enhance the legal environment for energy sector commerce will be provided through the U.S. Department of Commerce's Commercial Law Development Program (CLDP).

In particular, the following types of technical assistance are available through this program:

  • Energy planning: energy planning technical assistance that will provide the foundation for tribal nations to develop resilient energy systems under the following planning options:
    • Energy vision
    • Energy options analysis
    • Project prioritization
    • Energy resilience planning
  • Energy efficiency assessments: energy efficiency technical assistance that is designed to quantify current energy usage, potential efficiencies, and cost savings, such as technical assistance for:
    • Building efficiency assessments
    • Process efficiencies
  • Resource assessments: technical assistance for resource assessments that will review which energy resources are available and viable to provide affordable, abundant, and reliable energy to meet the tribe’s goals and needs
  • Clean energy project planning: project planning technical assistance provided through expert guidance and analysis to help address specific barriers, such as technical assistance for:
    • Modeling and analysis
    • Third-party independent reviews
    • Technology options assessments
    • Economic analysis
    • Other project-specific assessments
  • Building codes and utility formation: technical assistance that will provide information and guidance on governance items relative to project development, such as technical assistance for:
    • Building code development
    • Utility formation assessments
  • Enhancing the legal environment for energy sector commerce: technical assistance that will focus on the following areas of work:
    • Legal technical assistance to advance high-value energy projects
    • Legal technical assistance to support evaluating energy project proposals or deals
    • Modernizing or developing tribal energy legal, regulatory, and contractual frameworks
    • Capacity building to increase the ability of tribal governments to conceptualize, select, oversee, and implement complex energy projects and effectively participate in power markets

Eligibility Notes:

Eligible applicants are the following tribal entities:

  • Federally recognized Indian tribes, including Alaska Native regional and village corporations
  • Tribal entities, such as tribal energy development organizations, intertribal organizations, and other tribally chartered entities

The highest priority will be given to applicants that have current projects co-funded by the funding agency.

Priority will also be given to applicants that have previously submitted grant applications but have not yet received awards.

Tribal entities, such as tribal energy development organizations, intertribal organizations, and other tribally chartered entities, are not eligible to apply for technical assistance to enhance the legal environment for energy sector commerce that will be provided through the U.S. Department of Commerce's Commercial Law Development Program (CLDP).

The program officer stated that requests for technical assistance are accepted on a rolling basis.

Requests for technical assistance must be emailed to the appropriate address provided in the Contact section. For CLDP technical requests, the email subject line must include "CLDP Technical Assistance Request Application." For all other technical assistance requests, the email subject line must include "Technical Assistance Request."

Requests for CLDP technical assistance must include:

  • Description of the issue/project/need to be addressed and selected focus area
  • Description of the applicant agency or organization's role in the tribal government in addressing the proposed issue/project/need
  • Description of what the applicant hopes to learn or accomplish through the requested technical assistance to achieve successful implementation

Requests for CLDP technical assistance must be limited to one to three paragraphs in length.

Requests for all other technical assistance must include:

  • Certification
  • Applicant and contact information
  • Type of technical assistance requested
  • Concise description of the technical assistance requested
  • Background information relevant to the technical assistance request
  • Description of any time constraints

Requests for technical assistance will be evaluated based on the requested scope and available budget.

Applicants submitting successful requests for technical assistance will be contacted by the funding agency to schedule a call to discuss the request as well as request any needed supplemental information.

  • Advise or facilitate grant applications
