Summary:

The purpose of this program is to support low-income communities that face significant health risks resulting from the lack of access to, or the use of, adequate and affordable water or waste disposal services. Funding will support projects that will build basic drinking water and waste disposal systems, including systems to handle storm water drainage.

Funding will be provided for the following program components:

  • (Part A): Tribal Lands
  • (Part B): Colonias

The purpose of the Tribal Lands component is to support projects that will provide access to safe and reliable drinking water and waste disposal services to low-income communities that face significant health risks in eligible tribal lands and rural areas and towns.

All projects must serve eligible areas that meet one of the following criteria:

  • Are federally recognized tribal lands
  • Are rural areas and towns with populations of 10,000 or fewer

In particular, projects must serve customer bases that meet the following criteria:

  • Are comprised of at least 50 percent tribal members
  • Are comprised of residents that face significant health risks resulting from the lack of access to, or the use of, adequate and affordable water or waste disposal services
  • Meet per capita income and unemployment rate requirements
