Summary:
The purpose of this program is to provide communities with free targeted brownfields assessments (TBAs) to support their brownfields projects. Assessment services include brownfield inventories, area-wide planning, site environmental assessments and investigations, and site cleanup planning. Specifically, assessment services will include Phase I and Phase II environmental site assessments (ESAs), asbestos and lead-based paint surveys, and cleanup planning. TBAs will ensure that sufficient environmental information is obtained about the property to encourage the process of reuse and redevelopment.
Whether a property is perceived to be contaminated or actually is contaminated, before it can be returned to productive reuse it should undergo the following:
- Step One: A Phase I ESA will provide a liability release and due diligence for a new owner, and will also establish the chain of ownership and prior land use.
- Step Two: If it is determined that the possibility of contamination exists from a previous use, a Phase II ESA is recommended to determine if contamination is actually present. A Phase II ESA includes sampling and laboratory analyses. If no contamination is found, the property is ready for reuse.
- Step Three: If contamination is found, additional assessments or engineering controls should be implemented per state regulations/guidelines.
- Step Four: The EPA offers cleanup funding through a competitive grant process, and most of the Region 6 states offer assistance through their Voluntary Cleanup Program. Once the property is cleaned up, it is ready for redevelopment.
Eligibility is limited to applicants located within Region 6 of the EPA's service area, which consists of the states of Arkansas, Louisiana, New Mexico, Oklahoma, and Texas.

Applicants must be located within Region 6 of the U.S. Environmental Protection Agency's (EPA's) service area, which consists of the states of Arkansas, Louisiana, New Mexico, Oklahoma, and Texas.
Privately owned sites may be submitted as candidate sites, provided that the proposed redevelopment will result in significant benefits to the general public. Private and public landowners must voluntarily sign a site access consent agreement for TBA services to be provided.

Prior to submitting an application, applicants must contact their local government agencies to determine whether a community-wide brownfields assessment grant exists in the area. If a community-wide brownfields assessment grant recipient does not exist in the area, or the grant recipient cannot, or chooses not to, provide the requested assessment service, the applicant must contact the appropriate state contact listed online at www.epa.gov/brownfields. Applicants should apply to this program only if the state cannot, or chooses not to, provide the assessment service.

The environmental assessment process is dependent upon the complexity and size of the property and contamination found; however, in general, the timetable can be expected to be as follows:
- Phase I assessments: 60 to 90 days
- Phase II assessments: 120 to 180 days
