Summary:

The purpose of this program is to provide free targeted brownfield assessments (TBAs), which are environmental investigations that document environmental conditions at properties under consideration for redevelopment or reuse. TBAs will be provided at no cost to award recipients. 

Assistance may encompass one or more of the following activities on brownfields properties, which, for the purposes of this program, are defined as real properties whose reuse is complicated by real or perceived contamination:

  • Phase I environmental site assessment, including a background and historical investigation and a preliminary property inspection
  • Phase II environmental site assessment, including sampling activities to identify the types and concentrations of contaminants and the areas of contamination
  • Cleanup options and cost estimates based on future uses and redevelopment plans

Eligibility is limited to applicants located in EPA Region 8, which consists of the states of Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming.

Funding Notes:

Rather than providing monetary awards, this program provides free targeted brownfield assessments (TBAs), which are environmental investigations that document environmental conditions at properties under consideration for redevelopment or reuse.

TBA deliverables will take one to six or more months to complete based on project complexity and overall workload.

In general, this program will not support work on the following types of properties:

  • Properties where the applicant is responsible or potentially responsible for the contamination
  • Properties listed, or proposed for listing, under the Superfund National Priorities List
  • Facilities subject to the funding agency's unilateral administrative orders, court orders, administrative orders on consent, or judicial consent decrees issued to, or entered into, by parties under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA)
  • Facilities that are subject to the jurisdiction, custody, or control of the U.S. government

Some ineligible properties may be eligible with a property-specific determination.
