Summary:

The purpose of this program is to provide communities and nonprofit organizations with free environmental assessments, cleanup planning, and visioning services for brownfield properties with redevelopment potential. A targeted brownfields assessment may encompass one or more of the following activities:

  • An all-appropriate inquiries assessment (Phase I) that includes a background and historical investigation and a site inspection
  • A full-site assessment (Phase II), including sampling activities to identify areas of contamination and types and concentrations of contaminants
  • Determination of how much more investigation is needed and/or the evaluation of cleanup or containment options and costs, based on planned uses after redevelopment

TBA assistance will be provided by environmental consultants currently under contract with the funding agency.

All projects must:

  • Target a specific site that the applicant currently owns, the applicant can obtain, or is abandoned
  • Have strong municipal commitment
  • Demonstrate clear municipal/community support for the property's revitalization
  • Demonstrate adequate resources and high developer interest
  • Demonstrate that assessment assistance is crucial
  • Demonstrate state/congressional support
  • Demonstrate that existing information supports directing resources to the site
  • Demonstrate that the project area is in clear need of revitalization
  • Be consistent with other economic redevelopment initiatives

Eligibility is limited to applicants located within Region 10 of the U.S. Environmental Protection Agency's (EPA's) service area, which consists of the states of Alaska, Idaho, Oregon, and Washington.

  • Public entities, such as municipalities and regional planning commissions
  • Nonprofit organizations

Eligibility for this program is limited to applicants located within Region 10 of the U.S. Environmental Protection Agency's (EPA's) service area, which consists of the states of Alaska, Idaho, Oregon, and Washington.

Applicants must have redevelopment plans for the contaminated property. The applicant may apply on behalf of a specific site that it currently owns, or can obtain ownership through other means, such as tax foreclosure. 

Sites not currently owned by the applicant may be eligible if they are abandoned, as outlined on page 2 of the NOFA file.

Private parties are ineligible for assistance in assessing and cleaning up sites for redevelopment.

There are no stated matching requirements for this program; however, applicants must demonstrate their ability to leverage funds for cleanup and other future work at the site, and/or demonstrate that the site has strong development potential, as demonstrated by past or present interest by developer(s).

Applicants requesting assessments of privately owned sites should detail in the application any cost-sharing reimbursement mechanisms that may be feasible, such as:

  • Provision of in-kind services
  • Reduction in the purchase price of the property
  • Commitment to pay for, conduct, or contribute to cleanup activities
Funding Notes:

Rather than providing monetary awards, this program provides communities and nonprofit organizations with free environmental assessments, cleanup planning, and visioning services for brownfield properties with redevelopment potential. The cost of assessments provided to award recipients range from $50,000 to $100,000.

This program does not provide assistance for:

  • Site cleanup or building demolition activities
  • Sites where the applicant could be considered a responsible party for the contamination
