Summary:

The purpose of this program is to provide loan guarantees to eligible lenders for their loans to rural businesses. This program is intended to improve the economic health of rural communities by increasing access to business capital through loan guarantees that will enable commercial lenders to provide affordable financing for rural businesses.

Eligible uses of funds include:

  • Business conversion, enlargement, repair, modernization, or development
  • Purchase and development of land, buildings, and associated infrastructure for commercial or industrial properties
  • Purchase and installation of machinery and equipment, supplies, or inventory
  • Debt refinancing when such refinancing improves cash flow and creates jobs
  • Business and industrial acquisitions when the loan will maintain business operations and create or save jobs

Priority will be given to projects that address one or more of the following:

  • Industries that are not already present in the local community
  • Businesses with at least 20 percent of their sales in international markets
  • Businesses that are locally owned and managed
  • Businesses that will provide a natural resource value-added product
  • Businesses that process, distribute, aggregate, store, and/or market locally or regionally produced agricultural food products to underserved communities
  • Businesses that create or save at least five jobs with an average wage exceeding 150 percent of the federal minimum wage
  • Businesses that offer a health care benefits package to all employees and pay at least 50 percent of the health care premium

In general, projects must be located in eligible rural areas with populations of 50,000 residents or less, as detailed on page 2 of the NOFA file. Priority will be given to projects that are located in an unincorporated area or in a city with a population under 25,000. Refer to pages 64-65 of the ProgramRule file for information regarding additional priority criteria for project locations.

The borrower’s headquarters may be based within a larger city, provided that the project is located in an eligible rural area. The lender may be located anywhere in the United States.

Eligibility Notes:

Eligible applicants are lenders with the legal authority, sufficient experience, and financial strength to operate successful lending programs, including lenders that are subject to supervision and credit examination by the applicable agency of the United States or a state. Examples of eligible applicants include:

  • Federal- and state-chartered banks
  • Savings and loan associations
  • Farm credit banks with direct lending authority
  • Credit unions

Other non-regulated lending institutions may also be approved by the funding agency to to be eligible to apply. Non-regulated lenders must apply for approval status with the funding agency prior to submitting an application for this program, as detailed on pages 7-8 of the NOFA file.

Lenders may request guarantees for the following borrowers:

  • For-profit or nonprofit businesses
  • Cooperatives
  • Federally recognized tribes
  • Public bodies
  • Individuals engaged, or proposing to engage, in a business

The following borrowers are not eligible for guaranteed loan funds:

  • Churches and church-controlled organizations
  • Fraternal organizations
  • Lending, investment, and insurance companies

Borrowers must demonstrate collateral that have documented value sufficient to protect the interests of the lender and of the funding agency. Lenders may discount collateral consistent with sound loan-to-value policy, with the discounted collateral value being at least equal to the loan amount. The lender must provide satisfactory justification of the discounts being used.

In addition, the following loan fees apply to this program:

  • Initial guarantee fee, which is currently 3 percent of the guaranteed amount
  • Guarantee retention fee, which is currently 0.55 percent of the guaranteed portion of the outstanding principal balance, paid annually
  • Additional reasonable and customary fees for loan origination, which will be negotiated between borrower and lender

Qualifying projects may receive a reduced fee of 1 percent. Refer to page 9 of the NOFA file as well as the Fees file for additional information regarding loans fees that apply to this program for FY 2025.

Funding Notes:

For FY 2025, as of April 2025, a total of $2,691,975,359 is available to support loan guarantees through this program. Current information regarding the total funding available through this program can be found online at www.rd.usda.gov/onerdguarantee.

For FY 2025, the loan guarantee percentage is 80 percent.  

In general, the maximum total amount of guaranteed loans that may be made to a borrower is limited to $25 million; however, guaranteed loan amounts of up to $40 million for rural cooperatives that process value-added agricultural commodities may be approved by the funding agency.

Interest rates are negotiated between the lender and borrower. Rates may be fixed or variable; however, variable interest rates may not be adjusted more often than quarterly.

Loan terms will be based on the use of guaranteed loan funds, the useful economic life of the assets being financed and those used as collateral, and the borrower's repayment ability. Loan terms will not exceed 40 years.

Funds may not be used for:

  • Lines of credit
  • Owner-occupied and rental housing
  • Golf courses or golf course infrastructure
  • Racetracks or gambling facilities
  • Agricultural production, with certain exceptions, as detailed on page 4 of the NOFA file
  • Distribution or payment to a beneficiary of the borrower, or an individual or entity that will retain an ownership interest in the borrower

For FY 2023, two loans of $614,226 and $12,810,490 were provided through this program. In May 2022, loans ranging from $180,000 to $25 million were provided. In February 2022, loans totaling $1,151,281,875 were provided. Refer to the Award file for details.

Summary:

The purpose of this program is to improve the economic health of rural and marginal communities by increasing access to business capital through loan guarantees that enable commercial lenders to provide more affordable financing for businesses in rural areas. Lone Butte Industrial Development Corporation requested guarantees for four loans which were borrowed from creditors consisting of corporations and Native American tribes. The guarantee was requested to support expansion and job creation efforts.
