Summary:
The purpose of this program is to enhance the capabilities and capacity of communities, territories, and tribes to design holistic and equitable hazard mitigation solutions that advance community-driven objectives. The program offers wide-ranging process-oriented, hand-in-hand technical assistance activities, including climate risk assessments, community engagement, partnership building, and mitigation and climate adaptation planning. Support will provided to entities that may not have the resources to begin climate resilience planning and project solution design on their own.
Examples of support through this program include:
- Hazard mitigation plan development/updates
- Risk assessments
- Community outreach and partnership development
- General hazard mitigation capacity-building workshops
- Project identification and scoping
- Potential funding source identification
- Benefit-cost analysis (BCA)
- Grant writing assistance or training
- Grant management assistance or training
Award recipients may receive grant-related support ranging from pre-application activities to grant closeout.

The funding agency will:
- Approach technical assistance as a collaborative effort that recognizes the inherent expertise of applicants
- Recognize that projects are recipient-driven
- Assist recipients to conduct and/or us community needs assessments
- Support and advise recipients to develop action plans
- Consult with experts to support local visions of resilience
- Create access to the best available science and knowledge about risk and climate change
- Consider nonprofit, foundation, and private partners
- Foster outreach and community engagement with communities
- Support projects that have co-benefits

The funding agency will prioritize projects that focus on nature-based solutions and building code adoption and/or enforcement.

Eligibility Notes:
Eligible applicants are local governments, as defined in Title 44 of United States Code Section 5122(6), including:
- Federally recognized or nonfederally recognized tribal nations
- Territorial governments
- Cities
- Towns/townships
- Parishes
- Boroughs
- Counties
- Metropolitan or regional planning organizations
- Other political subdivisions of state governments
- Groups of two or more communities that fit the above criteria
Applicants do not need to have previously applied for or received an award from the funding agency's Building Resilient Infrastructure and Communities (BRIC) program, known in eCivis Grants Network as US16752, in order to apply. In addition, applicants do not need to have an approved hazard mitigation plan in order to apply.
Priority will be given to:
- Federally recognized tribes or tribal entities
- Economically disadvantaged rural communities (EDRCs)
- Resilience or hazard mitigation activities within or that primarily benefit:
- Justice40 communities or communities as identified by the Climate and Economic Justice Screening Tool (CEJST)
- Community disaster resilience zones (CDRZs)
Each community or group of communities may only submit one request form.
Businesses and nonprofit organizations are not eligible to apply; however, eligible applicants may apply on behalf of such entities.

Rather than providing monetary awards, this program provides non-financial technical support to communities, territories, and tribal nations that may not have the resources to begin climate resilience planning and project solution design on their own.
The funding agency may partner with the selected community, territory, or tribal nation for up to 36 months from the date of agreement to identify needs, build partnerships, and deliver wide-ranging services.
For FY 2023, 93 awards were distributed through this program. For FY 2022, 46 awards were distributed. For FY 2021, 20 awards were distributed. Refer to the Award file for details.
