Summary:
The purpose of this program is to support projects that will train emergency responders in high-consequence areas (HCAs) to handle incidents involving gas or hazardous liquid pipelines in a manner that protects people, property, and the environment.
Funding will support the provision of direct or web-based training to individuals with statutory responsibility to respond to pipeline incidents in HCAs. Examples of eligible activities include:
- Pipeline emergency response planning, training, and exercises
- Pipeline Emergency Responder Initiative (PERI) program development and training
- Pipeline leak recognition and release evacuation training
- Development and maintenance of pipeline training curriculum
- Training props, equipment, and supplies
For the purposes of this program, HCAs include:
- Commercially navigable waterways in which a substantial likelihood of commercial navigation exists
- High-population areas, which, for the purposes of this program, are defined as urbanized areas, as defined and delineated by the Census Bureau, that contain 50,000 or more people and have a population density of at least 1,000 people per square mile
- Other populated areas, which, for the purposes of this program, are defined as places, as defined and delineated by the Census Bureau, that contain a concentrated population, such as incorporated or unincorporated cities, towns, villages, or other designated residential or commercial areas
- Unusually sensitive areas (USAs), as detailed in the USA file
Priority will be given to projects that will address transportation insecurity, which, for the purposes of this program, is defined as the inability for people to get to where they need to go to meet the needs of their daily life regularly, reliably, and safely due to the high cost of transportation, lack of access, or lack of safe transportation options.
Additional consideration may also be given to projects that meet one or more of the following criteria:
- Provide substantial safety benefits compared to existing conditions, including fostering a safe pipeline transportation system for the movement of energy
- Proactively mitigate safety risks in disadvantaged communities
Eligible costs include personnel costs; fringe benefits; travel; equipment; contractual costs; other direct costs, including rent for buildings used to conduct project activities, utilities, leased equipment, and employee training tuition costs; and indirect costs.
Eligibility Notes:
Eligible applicants are state, county, and local governments.
Additional consideration may be given to projects that proactively mitigate safety risks in disadvantaged communities.
No more than one application will be accepted per applicant.

Applications will be evaluated according to the technical and programmatic criteria detailed on pages 13-14 of the NOFA file. The funding may also consider the safety and equity criteria detailed on page 14 of the NOFA file during the application evaluation process.

Matching funds are not required for this program; however, applicants should detail any additional funding sources for the project in the application.
Funding Notes:
Approximately $3,202,331 is expected to be available to support awards of up to $250,000 through this program.
Award recipients may request up to 50 percent of the total award amount upon execution of the award agreement. The remaining amount may be requested upon receipt and approval by the funding agency of the mid-term progress report.
Awards are expected to be made by September 30, 2025.
The project period will last up to 24 months.
At least 75 percent of the total award amount must be allocated for programmatic activities. Maintenance and administration costs (M&A), excluding indirect costs, are limited to 25 percent of the total award amount.
Equipment must have an acquisition cost of $5,000 or more per unit, unless the applicant has a clear and consistent written policy that determines a different threshold.
Funds may not be used for:
- Training that does not have a pipeline emergency response component
- Equipment and/or supplies that are not specific for pipeline emergency response, including costs for general office supplies, equipment, computer software, printing, and copying
- Fee or profit
- Fringe benefits for positions that are not listed in the application
- Entertainment, alcohol, or morale costs
- Costs disallowed under title 2, part 200 of the Code of Federal Regulations (CFR)
- Pre-award costs, unless prior approval is provided by the funding agency
- Lobbying or litigation

Alabama Fire College and Personnel Standards and Education requested $162,336 to advance the ability of Alabama first responders to recognize, manage, and mitigate a pipeline incident through improved training and communication.
