Summary:
The purpose of this program is to reduce damage to underground pipelines by excavators, which has historically been a leading cause of pipeline accidents resulting in fatality and injury. Funding will support state agencies' pipeline damage prevention efforts, including training, changing state underground damage prevention laws, related compliance activities, and public education to assist in reduction of damages to underground pipelines.
Funding will be provided for projects that advance the funding agency's priorities of safety, equity, climate and sustainability, and workforce development, job quality, and wealth creation, as described in the StrategicPlan and the R&D&TechnologyStrategicPlan files in the StrategicPlan folder, as well as in executive orders.
Funding will be provided for initiatives involving:
- Compliance: compliance monitoring and enforcement, legal assistance with enforcement actions, development of compliance statistics, and procurement of computers and other equipment to support ongoing enforcement programs
- Performance: development of one-call center statistics, one-call membership initiatives, and procurement of one-call center computers and other equipment
- Communication and training: communication improvements; development and/or conduct of state-provided training programs; development and/or distribution of promotional items or materials, informational mailings, and advertisements; damage prevention awareness campaigns; and public service announcements
The following criteria may be considered in project selection:
- Safety: substantial safety benefits compared to existing conditions, including the project’s ability to foster a safe pipeline transportation system for the movement of energy, consistent with the funding agency's strategic goal to reduce transportation-related fatalities and serious injuries across the pipeline transportation system
- Equity: project’s ability to encourage equity through proactively mitigating safety risks in disadvantaged communities
Eligibility Notes:
Eligible applicants are state agencies that are authorized to conduct pipeline safety inspections per a certification under Title 49, Section 60105 of the U.S. Code (U.S.C.) and/or an agreement under Title 49, Section 60106 of the U.S.C. with the funding agency.
Applicants must maintain a one-call notification program that meets the following requirements:
- Allows all underground facility operators, including all government operators, to participate, as appropriate
- Allows all excavators, including all government and contract excavators, to participate, as appropriate
- Provides for flexible and effective enforcement under state law
- Requires that its notification system requirements are applicable, without exemptions, to municipalities, state agencies, or their contractors
- Considers the gravity of the offense and the risk to the public when determining appropriate enforcement
- Provides no-cost underground facility locate requests, excluding design locate requests, for all individuals planning excavation activities
- Provides for the voluntary participation of underground facility owners or activity of an excavator that the state determined to be a de minimis risk to public safety
- Provides administrative or civil penalties commensurate with the seriousness of a violation of the state one-call notification program by an excavator or facility owner, as appropriate and necessary
Applicants may also maintain an alternative one-call notification program that provides protection for public safety, excavators, and the environment that is equivalent to, or greater than, protection provided under a program that meets the minimum standards set forth under Title 49, Section 6103 of the U.S.C.
The funding agency will only accept one application from each applicant. Applications may include multiple projects.

- Relevance to established funding priorities
- Costs and project scope

Matching funds are not required for this program; however, project budgets should show how different funding sources will share in each activity and present those data in dollars and percentages. The budget should identify other federal funds, if any, that the applicant intends to use.
Funding Notes:
A total of $1,058,000 is anticipated to be available to support awards of up to $60,000 through this program.
Award recipients may request 100 percent of the total award amount upon execution of the award agreement.
Awards are anticipated to be provided by September 30, 2025.
The project period is 12 months from the effective date of the award. For awards provided through this program in FY 2025, the funding agency will extend the period of performance to cover any award expenditures during calendar year 2025 that may be incurred prior to the award date for FY 2025, provided the expenditures support ongoing state damage prevention enforcement program personnel costs.
In general, federal pre-award costs are ineligible; however, award recipients may obtain the funding agency's written approval to fund such costs.
Funds may not be used for promotional materials; however, funds may be provided for items that are educational in nature.
Funds may not be used for:
- Lobbying
- Regulatory compliance activities
- Typical operations and maintenance of pipeline facilities
- Computer upgrades for agency-wide activities
- Direct support of litigation
- Costs associated with entertainment for meetings and conferences, such as shows or sporting events, or the purchase of alcoholic beverages
- Advocacy
- Construction
- Costs associated with the normal operations of the one-call center, including database maintenance and replacement of outdated systems
- Expenses claimed and/or reimbursed by another federal assistance program
