Summary:

The purpose of this program is to promote water reliability and cooperation to reduce conflict between watershed groups, facilitate solutions to complex water issues, and stretch limited water supplies by supporting watershed groups to encourage diverse stakeholders to form local solutions to address their water management needs. Funding will support projects to develop a watershed group, complete watershed restoration planning activities, and design watershed management projects. All projects must seek to conserve and use water more efficiently and accomplish other benefits that contribute to water sustainability in the western United States.

For the purposes of this program, a watershed group is defined as a grassroots, non-regulatory entity that addresses water availability and quality issues within the relevant watershed, is capable of promoting the sustainable use of water resources in the watershed, makes decisions on a consensus basis, and represents a diverse group of stakeholders.

Activities must fall under one or more of the following task areas:

  • Task A: watershed group development: eligible activities include:
    • Developing a mission statement, vision statement, and goals for the watershed group
    • Developing articles of incorporation, bylaws, and business practices
    • Conducting outreach activities, creating outreach plans, and conducting stakeholder meetings to establish broad-based, diverse membership
    • Gathering information about issues and needs related to water quality and quantity within the watershed
    • Conducting pre-planning activities
  • Task B: watershed restoration planning: eligible activities include:
    • Completing a watershed restoration plan or updating an existing plan
    • Developing general watershed management project concepts or performing analyses to identify and prioritize such projects
    • Conducting monitoring activities
    • Conducting mapping and other technical analyses
    • Obtaining project management services or software technology required to formulate the watershed restoration plan
    • Interviewing watershed group members and stakeholders to gain an idea of projects that would improve the watershed
    • Working with watershed group members, landowners, federal agencies, and state or local governments to determine how the watershed can be improved
    • Reviewing watershed-specific best management practices established by federal, state, and local government agencies
  • Task C: watershed management project design: eligible activities include:
    • Completing an analysis to identify specific project locations
    • Completing site-specific project design and engineering
    • Developing project timelines and milestones
    • Researching what type of site-specific environmental compliance will be necessary to implement a project

Proposed education activities, training activities, and conferences must be specifically linked to proposed watershed group development, watershed restoration planning, or watershed management project design activities.

Limited funds may also be used for monitoring, measurement, or other field work to collect baseline information regarding current conditions and needs. Eligible costs also include costs for the development of articles of incorporation, bylaws, and business practices.

Eligibility is limited to applicants located in the western states of Alaska, Arizona, California, Colorado, Hawaii, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington, or Wyoming; or the U.S. territories of American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, or the U.S. Virgin Islands.

This program is related to the funding agency's WaterSMART Cooperative Watershed Management Program (CWMP) Phase II program, known in eCivis Grants Network as US16568.

Eligibility Notes:

Eligible applicants are:

  • States
  • Indian tribes
  • Local and special districts, such as irrigation district, water districts, and water conservation districts
  • Local government entities
  • Interstate organizations
  • Nonprofit organizations

Institutions of higher education that sponsor watershed groups are also eligible to apply.

Applicants must be located in the western states of Alaska, Arizona, California, Colorado, Hawaii, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington, or Wyoming; or the U.S. territories of American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, or the U.S. Virgin Islands. Nonprofit organizations need not be located in these states or territories; however, all projects must take place in these states or territories.

Applicants must apply as a new watershed group or as an existing watershed group. In general, applicants should apply as a new watershed group if the group is just getting started, has completed little or no watershed restoration planning, and requires more substantial support for building the capacity of the watershed group and completing outreach to stakeholders. Applicants that are an existing watershed group or are a participant in an existing watershed group that has been active in the watershed for several years and have previously conducted some watershed planning should apply as an existing watershed group. Refer to pages 7-8 of the NOFA file for additional details.

Applicants may submit multiple applications provided that the project scopes are not duplicative; however, only one award will be made per watershed group.

The following entities are not eligible to apply:

  • Federal government entities
  • Institutes of higher education, except institutes of higher education sponsoring watershed groups
  • Entities on the SAM.gov excluded parties database

Technical proposals must be formatted on standard-sized, consecutively numbered pages using an easily readable 12-point font. All margins must be one-inch. Oversized pages will not be accepted. For hard-copy submission, applications must be bound with a binder clip. Applications that are stapled or otherwise bound will not be accepted. Application documents arriving separately, with the exception of letters of support, funding commitment letters, and official resolutions, will not be accepted.

The following are required in order to submit an application:

  • Unique Entity Identifier (UEI) number
  • SAM (System for Award Management) registration
  • SPOC (state Single Point of Contact) notification

Applicants may obtain a UEI number and verify or renew SAM registration status at www.ecivis.com/sam. Applicants in states participating in the SPOC program must contact the relevant SPOC listed in the SPOC file before applying.

Applications will be evaluated according to the following criteria:

  • Watershed group diversity and geographic scope (30 points)
  • Developing strategies to address critical watershed needs (35 points)
  • Readiness to proceed (20 points)
  • Presidential and funding agency priorities (15 points)

Applicants applying as a new watershed group and applicants applying as an existing watershed group will be ranked separately.

Matching funds are not required for this program; however, applicants may provide any additional voluntary nonfederal cash or in-kind contributions. Applicants will not receive additional priority during the application evaluation process for providing voluntary matching contributions.

Funding Notes:

An unspecified amount of funding is available to support grants or cooperative agreements through this program. Up to $300,000 may be awarded to a recipient in total, with up to $100,000 made available to the recipient per year. Approximately 25 to 30 awards are expected to be issued per application round.

In addition to monetary awards, this program may provide technical assistance at the request of the award recipient. Award recipients that receive technical assistance must account for technical assistance costs in the budget.

For the first round of applications, award notifications are expected to be issued in fall 2025, or later if necessary. For the second round of applications, award notifications are expected to be issued in spring 2026, or later if necessary.

For the first round of applications, awards are anticipated to be provided on March 31, 2026, and the anticipated project completion date is March 31, 2029. For the second round of applications, awards are anticipated to be provided on July 31, 2026, and the anticipated project completion date is July 31, 2029.

Monitoring, measurement, and fieldwork costs to collect baseline information regarding the current conditions and needs of the watershed are limited to 50 percent of the award amount.

Administrative costs are limited to 20 percent of the award amount.

Pre-award costs will be incurred at the applicant's own risk, as detailed on page 26 of the NOFA file.

Ground-disturbing activities may not occur until environmental compliance is complete and a notice to proceed is issued by the funding agency.

Funds may not be used for:

  • General education activities
  • General staff training
  • Lobbying costs
  • Scientific research
  • Projects for the development of planning efforts other than watershed restoration plans
  • Implementation of on-the-ground watershed management projects
  • Projects primarily for the purchase of water or land, or to secure an easement
  • Application preparation costs, including developing data necessary to support the application
  • Costs of the purchase of water or land, or to secure an easement other than a construction easement
  • Building construction

The Uncompahgre Watershed Partnership requested and received $218,410 to fund the Expansion of the Uncompahgre Watershed Partnership, a project that aims to restore the Uncompahgre watershed by improving water quality and quantity, improving ecosystem function and resiliency, and improving recreation opportunities.
