Summary:

The purpose of this program is to support state-based inspections of hazardous materials (HAZMAT) shippers to increase industry compliance and ensure safe transport of HAZMAT.

Eligible project activities and costs include:

  • HAZMAT shipper inspection costs, including inspector time/wage and travel expenses
  • HAZMAT inspection equipment and supplies, including personal protective equipment (PPE) and personal electronic devices (PEDs)
  • HAZMAT inspector training

Priority will be given to projects that help address transportation insecurity, which for the purposes of this program is defined as the inability for people to get to where they need to go to meet the needs of their daily life regularly, reliably, and safely due to either the high cost of transportation, lack of access, or lack of safe transportation options. Moreover, priority may be given to projects that:

  • Provide substantial safety benefits
  • Proactively mitigate safety risks in disadvantaged communities

Eligibility Notes:

Eligible applicants are state agencies that have the authority and capability to perform hazardous materials (HAZMAT) shipper inspections in accordance with the Hazardous Materials Regulations (HMR) and within the Hazardous Materials Transportation Investigator/Inspector Uniform Training Performance Standards. This includes performing inspections and/or investigations on-site or off-site of a HAZMAT shipper operation to determine whether the entity is in compliance with the HMR or applicable authorized international HAZMAT transportation standards.

Only one award may be issued per state. States are strongly encouraged to coordinate and select one agency to apply for program funding.

Tribes, tribal consortia, and tribal nonprofit organizations are not eligible to apply.

A previous award recipient is the Public Utilities Commission of Ohio. Refer to the Award file for additional information on the previous award recipient.

Applications must be submitted online at www.ecivis.com/grants.gov. Mailed or faxed applications will not be accepted.

The following are required in order to submit an application:

  • Unique Entity Identifier (UEI) number
  • SAM (System for Award Management) registration

Applicants may obtain a UEI number and verify or renew SAM registration status at www.ecivis.com/sam.

Applications will be evaluated using the administrative, technical, and programmatic criteria outlined on pages 12-14 of the NOFA file.

Matching funds are not required for this program; however, applicants should include in their budgets any other federal or nonfederal funds the applicant is applying for, has been awarded, or intends to use.

Funding Notes:

A total of $2.5 million is expected to be available to support awards through this program.

Funding will be provided on a reimbursement basis.

Award notifications are expected to be issued by August 31, 2025.

Project periods will span at least 12 months from the date of the award, and no more than 24 months. Project periods are expected to begin on October 1, 2025.

Generally, funds may not be used for pre-award costs. Award recipients must obtain separate, written approval from the funding agency to incur pre-award costs.

Funds may not be used for:

  • Fringe benefits for time not devoted to projects
  • Personnel costs, such as overtime, backfill, stipends, and fees for the state and local personnel receiving training
  • Entertainment, alcohol, or morale costs
  • Excessive costs for general office supplies, equipment, computer software, printing, and copying
  • Expenses claimed/reimbursed by other programs
  • Expenses counted as match funds for another federal program
  • Any costs disallowed or stated as ineligible in 2 CFR Part 200
  • Lobbying
  • Litigation
