Summary:

The purpose of this program is to provide safe and adequate transportation access to and through federal lands in North Carolina for visitors, recreationists, and resource users. The program supplements state and local resources for public roads, transit systems, and other transportation facilities, with an emphasis on high-use recreation sites and economic generators. Projects must be associated with a public highway, road, bridge, trail, or transit system that is located on, is adjacent to, or provides access to federal lands for which the transportation facility's title or maintenance responsibility is vested with the applicant.

Awards will be provided for the following projects:

  • Capital improvements: rehabilitation, restoration, construction, and reconstruction of roads, bridges, multiuse trails, and other long-term transportation system asset improvements
  • Enhancements: road- and trail-related improvements such as interpretive signing, kiosks, viewpoints, adjacent vehicular parking areas, roadside rest areas, provisions for pedestrians and bicycles, acquisition of scenic easement and scenic or historic sites, trailheads, trails, and improvements that improve public safety and reduce vehicle-wildlife mortality while maintaining habitat connectivity
  • Surface preservation: surface preservation of roads, trails, and adjacent vehicular parking areas
  • Transit: construction of transit facilities and limited-duration operation/maintenance of transit services and facilities, and the purchase of transit vehicles
  • Planning: engineering feasibility studies, corridor management planning, bicycle/pedestrian planning, and alternative transportation system planning
  • Research: evaluation of solutions that enhance access, safety, or sustainability

Projects may be delivered through the funding agency, a state's department of transportation, or a local public agency. Applicants must identify which entity is preferred for project delivery.

Maintenance projects are eligible, but the funding agency typically does not fund maintenance-only projects. Transportation planning and research projects are also eligible.

The funding agency will give preference to projects that involve:

  • Federal recreation sites: any sites used by the public to recreate on federal public lands
  • Federal economic generators: any use of/on federal lands that increases investment and/or aggregate economic activity for a local community and/or region

Eligibility is limited to applicants and projects located in North Carolina.

Eligibility Notes:

Eligible applicants are state, county, tribal, and city government agencies that own or have maintenance responsibility for the transportation facility involved in the project. Applicants may also supply a letter from the facility owner/maintainer indicating the application is being submitted on their behalf.

Applicants and projects must be located in North Carolina.

Project applications must be sponsored and/or supported by the appropriate Federal Land Management Agency (FLMA) unit whose access would be enhanced by the proposed action.

Applicants proposing to deliver their own projects must demonstrate prior experience with the use of federal transportation funds.

The facility owner must be the applicant.

The FLMA benefiting from a project is not eligible to apply.

Applications will be accepted beginning on March 3, 2025, and must be received by 11:59 p.m. on June 2, 2025.

Applicants intending to submit applications for transportation planning and research projects should email [email protected] prior to submitting applications to discuss projects.

Applications must include:

  • Application form, including:
    • Applicant and project information
    • Project description
    • Safety benefits
    • Accessibility and mobility benefits
    • Preservation benefits
    • Economic development benefits
    • Sustainable and environmental quality benefits
  • Appropriate Federal Land Management Agency signature/letter of support
  • Attachments, such as cost estimates, maps, and photos (10 pages max)

Applications will be evaluated using the following criteria:

  • Consistency with program's vision
  • Federal lands access proximity and significance
  • High-use recreation site and/or federal economic generator
  • Improving public access
  • Safety improvement
  • Preservation
  • Sustainability and environmental quality benefits
  • Project cost and scope risk
  • Coordination with FLMA

Match Notes:

Matching funds are not required for this program; however, additional consideration will be given to projects that leverage cash and/or in-kind contributions from other sources. Matching contributions may come from local, state, or federal sources, including funds authorized under the Tribal Transportation Program and the Federal Lands Transportation Program, as well as other federal funds not authorized under Title 23 or Title 49. Cash match is preferred.

Acceptable in-kind contributions include right of way (ROW) acquisition and utility relocation costs.

The funding agency may not receive nonprofit or private funding directly.

Funding Notes:

An estimated $9.7 million is available to support awards through this program.

Award notifications will be issued by September 2025.

Funding will be provided on a multiyear basis for federal fiscal years 2027 through 2029.

Generally, funds may not be used for maintenance-only projects.
