Summary:
The purpose of this program is to restore and conserve fish and wildlife habitat for the benefit of federal trust resources by providing direct technical and financial assistance to private landowners. Award recipients will receive assistance from program staff on where to direct resources for conserving important habitats for federal trust species. The program focuses on increasing biological diversity and projects based on sound scientific principles.
The program has the following goals:
- Species conservation: habitat projects in specific areas to help protect species at risk, including federally listed species, birds of conservation concern, pollinators, and interjurisdictional fish
- Habitat connectivity: connecting habitats to make them better for wildlife, as well as supporting other conservation efforts like National Wildlife Refuges and other protected lands
- Resilient ecosystems: making ecosystems healthier and more resilient for fish, wildlife, plans, and people
Eligibility Notes:
Eligible applicants include:
- State governments
- County governments
- City or township governments
- Special district governments
- Independent school districts
- Public, state-controlled, and private institutions of higher education
- Federally recognized Native American tribal governments
- Public housing authorities and Indian housing authorities
- Native American tribal organizations
- Nonprofit organizations with and without 501(c)(3) tax-exempt status
- For-profit organizations
- Small businesses
Projects must be implemented on private lands, meaning land lands not owned by a state or the federal government. Private lands may include tribal, Hawaiian homeland, city, municipality, non-governmental, and private properties.
Tribes may required to submit a tribal resolution for the project.

Prior to submitting applications, applicants seeking financial or technical assistance from the program must contact their local PFW program office, listed online at www.fws.gov.
Applications will be accepted on a rolling basis until 11:59 p.m. ET on May 30, 2025. Applications received after May 30, 2025, may not be awarded until the following fiscal year.

- Project abstract summary
- Project narrative (3 pages max; in addition to 2 pages max for maps/photos)

- Overlap or duplication of effort statement
The following are required in order to submit an application:
- Unique Entity Identifier (UEI) number
- SAM (System for Award Management) registration

Applications will be evaluated using the following criteria:
- Contributions toward the funding agency's strategic plan goals
- Benefits to species
- Restoration of ecological integrity
- Implementing priority actions/conservation strategies
- Supporting the objectives of other funding agency plans and programs
- Use of biologically sound and cost-effective techniques
- Improvement to the capacity to achieve program goals and/or leverage nonfederal funding partners
- Promotion of habitat conservation and stewardship on private lands
- Broadening public understanding

Funding Notes:
An estimated $15 million is available to support an expected 500 grants or cooperative agreements of up to $750,000 through this program.
Project periods are anticipated to start on January 1, 2025, and end on September 30, 2029.
Funds may not be used for:
- Land acquisition
- Foreign travel
- Pre-award costs
- Unauthorized equipment
- Projects that do not align with the regional strategic implementation plans or program priorities
- Projects that generate compensatory mitigation credits under a federal or state regulatory program or accept mitigation or in-lieu funds as nonfederal cost share for a project

The purpose of this program is to provide technical and financial assistance to private landowners for habitat restoration on their lands. The Municipio de Culebra was granted $20,000 to reduce the sedimentation along the Flamenco Road, thus minimizing the negative effects on the coastal ecosystems, such as Laguna Flamenco mangrove and coral reefs. |
