Summary:
The purpose of this program is to provide technical and financial assistance to conservation partners and landowners, including state and tribal agencies, to restore and protect fish and wildlife habitat in coastal ecosystems on public and private lands. Program funding will support addressing the complex coastal challenges of priority coastal ecosystems. Program goals include:
- Species conservation: habitat projects in specific areas to help protect species at risk, with the goal of improving conservation status of species of concern
- Habitat connectivity: connecting habitats to make them better for wildlife; projects may also support other conservation efforts, such as National Wildlife Refuges and other protected lands
- Resilient ecosystems: making ecosystems healthier and more resilient for fish, wildlife, plants, and people
Projects will be developed collaboratively between partners and funding agency field staff. All projects must align with the missions of the U.S. Department of the Interior (DOI), the U.S. Fish and Wildlife Service (FWS), and the program, and must be based on sound biological principles, as well as the best available science.
Priority species and focus areas are specific to each funding agency region. Applicants may contact the appropriate local coastal program office, listed online at fws.gov/contact, for additional information regarding priority species and focus areas.
Eligibility Notes:
Eligible applicants include:
- State governments
- County, city, or township governments
- Special district governments
- Independent school districts
- Private, private, or state-controlled institutions of higher education
- Federally recognized Native American tribal governments
- Public housing authorities and Indian housing authorities
- Native American tribal organizations
- Nonprofit organizations with or without 501(c)(3) status
- For-profit organizations, including small businesses
Projects will be evaluated on whether they involve engagement with Native American tribes and/or will benefit tribal communities.

Applications will be accepted on a rolling basis until 11:59 p.m. ET on September 30, 2025. In order to be considered for funding in FY 2025, applications must be received by May 30, 2025. Applications received after May 30, 2025, may not be awarded until the following fiscal year.
Applications must be submitted online at www.ecivis.com/grantsolutions.gov. Applicants meeting the criteria listed on pages 9-10 of the NOFA file may be eligible for simplified application procedures. Applicants seeking to apply using these simplified procedures must contact the funding agency, using the information provided in the Contact section, to confirm eligibility and request alternate application instructions.

The following are required in order to submit an application:
- Unique Entity Identifier (UEI) number
- SAM (System for Award Management) registration
Applicants may obtain a UEI number and verify or renew SAM registration status at www.ecivis.com/sam.
Applications will be evaluated according to the following criteria:
- Support of the funding agency's conservation mission
- Contribution to long-term fish and wildlife habitat conservation
- Support of conservation goals and priorities of the current strategic plan
- Conservation of habitat for federal trust species, species proposed for listing, state-listed species, imperiled species, species of conservation concern, focal species, and other at-risk species
- Contribution to fish and wildlife habitat connectivity and reduction of fragmentation
- Building of coastal resilience by helping ecosystems and coastal communities adapt to climate change impacts
- Complementing conservation on National Wildlife Refuges, or on other public or private conserved lands
- Building the capacity of coastal communities to conserve fish and wildlife habitat for coastal-dependent species
- Collaboration with Native American tribes and/or benefit to tribal communities
- Expansion of fish and wildlife-oriented recreational opportunities

Match Notes:
Matching funds are not required for this program; however, applicants should detail any additional third-party contributions in the application.
If other considerations are equal, priority will be given to projects that have greater longevity, involve higher monetary and non-monetary partner contributions, and are the most cost-effective.
Mitigation or in-lieu funds may not be used as a match.
Funding Notes:
An estimated $6 million is available to support approximately 150 grants and cooperative agreements of up to $500,000 through this program.
Projects are anticipated to begin on January 1, 2025, and end on September 30, 2029.
Funds may not be used for land acquisition; however, title searches and real estate appraisals will be supported.
Funds may not be used for:
- Projects that generate compensatory mitigation credits under a federal or state regulatory program
- Foreign travel
- Pre-award costs
- Purchase of unauthorized equipment
