Summary:

The purpose of this program is to assist federally recognized Indian tribes in achieving environmental results by developing their institutional capacity to administer water pollution control programs and to protect, improve, and enhance natural resources. Funding will support projects that conduct water quality pollution control.

Base funding is available to support ongoing water quality program activities, such as program staffing; water resources planning; work on tribal water quality-related ordinances; review of proposed water permits; education and outreach; and operational and support costs, such as training, supplies, and equipment. Base funding may also be used for travel to trainings, conferences, and meetings. In addition to base funding, applicants may request variable funding to support additional self-determined tribal environmental priorities.

Eligible activities include:

  • Water quality planning, assessments, and studies
  • Ambient monitoring
  • Community outreach and education activities
  • Source water, surface water, groundwater, and wetland protection
  • Nonpoint source (NPS) control activities, including NPS assessment and management programs
  • Development of water quality standards (WQS)
  • Development of watershed-based plans
  • Development of total maximum daily loads (TMDLs)
  • Data management and reporting

Projects must demonstrate a link to activities in the funding agency's FY 2022-2026 Strategic Plan, which is attached as the StrategicPlan file. Specifically, projects must address Goal 5: Ensure Clean and Safe Water for All Communities, Objective 5.2: Protect and Restore Waterbodies and Watersheds.

Eligible costs include personnel, fringe benefits, contractual costs, travel, equipment, supplies, other direct costs, and indirect costs.

Eligibility is limited to applicants located within EPA Region 6, which consists of Arkansas, Louisiana, New Mexico, Oklahoma, and Texas.

Eligible applicants are federally recognized Indian tribes located within EPA Region 6, which consists of Arkansas, Louisiana, New Mexico, Oklahoma, and Texas.

Applicants must have Treatment in the Same Manner as a State (TAS) eligibility. First-time applicants must include a TAS application or documentation of previous TAS approval with the application.

Approximately $3.8 million is anticipated to be available to support awards averaging from $65,000 to $80,000 through this program. Award amounts will vary according to funding type, as follows:

  • Base program funding: awards of $65,000
  • Base program with variable funding: awards in excess of $65,000

The funding agency encourages two-year project periods.

Funds may not be used for:

  • Construction, operation, or maintenance of wastewater treatment plans or drinking water systems
  • Purchase or acquisition of land
  • Duplication of efforts funded from another federal source
  • Projects funded by other awards
  • Compliance monitoring of National Pollutant Discharge Elimination System (NPDES)-permitted facilities or public water systems
