Summary:
The purpose of this program is to assist federally recognized Indian tribes in achieving environmental results by developing institutional capacity to administer nonpoint source (NPS) programs and to protect, improve, and enhance natural resources. Projects must address and support the funding agency's FY 2022-2026 Strategic Plan, which is attached as the StrategicPlan file. Specifically, projects must address Goal 5: Ensure Clean and Safe Water for All Communities, Objective 5.2: Protect and Restore Waterbodies and Watersheds.
Eligible costs include personnel, fringe benefits, contractual costs, travel, equipment, supplies, other direct costs, and indirect costs.
Eligibility is limited to applicants located within EPA Region 6, which consists of Arkansas, Louisiana, New Mexico, Oklahoma, and Texas.

Match Notes:
In general, applicants must provide 40 percent of the total project cost via nonfederal cash or in-kind contributions. Applicants may receive a match reduction to as low as 10 percent if they are able to demonstrate in writing to the satisfaction of the Regional Administrator that fiscal circumstances within the tribe or within each tribe that is a member of the intertribal consortium are constrained to such an extent that fulfilling the match requirement would impose undue hardship. For awards assigned to the Performance Partnership Grant (PPG), matching funds are not required.
Matching contributions may include:
- Allowable costs incurred by the award recipient, subrecipient, or a cost-type contractor, including those allowable costs borne by nonfederal awards
- Cash donations from nonfederal third parties
- The value of third-party, in-kind contributions
Funding Notes:
An unspecified amount of funding is available to support cooperative agreements of at least $45,000 through this program.
Administrative costs are limited to 10 percent of the total award amount. The costs of implementing enforcement and regulatory activities, education, training, technical assistance, demonstration projects, and technology transfer are not subject to this limitation.
In general, funds may not be used for general assessment activities, such as monitoring the general status of reservation waters.
Funds may not be used for:
- Activities required by a National Pollutant Discharge Elimination System (NPDES) permit, including monitoring and other activities associated with the stormwater permitting program
- Sampling lands or waters not within tribal jurisdictions without landowner permission
