Summary:

The purpose of this program is to improve roadway safety by significantly reducing or eliminating roadway fatalities and serious injuries through safety action plan development and refinement and implementation focused on all users, including pedestrians, bicyclists, public transportation users, motorists, and commercial vehicle operators. This program provides funding to develop the tools to strengthen a community's approach to roadway safety that saves lives and is designed to meet the needs of local, tribal, and regional communities that differ dramatically in size, location, and experience in administering federal funding.

Priority will be given to projects that:

  • Promote safety to prevent death and serious injuries on public roadways
  • Employ low-cost, high-impact strategies that can improve safety over a wide geographic area
  • Ensure equitable investment in the safety needs of underserved communities, which includes both underserved urban and rural communities
  • Incorporate evidence-based projects and strategies and adopt innovative technologies and strategies
  • Demonstrate engagement with a variety of public and private stakeholders

Awards focused on infrastructure and demonstration activities must ensure that newly constructed facilities in the public right-of-way are accessible to, and usable by, individuals with disabilities to the extent that is not structurally impracticable to do so. Altered facilities must be made accessible to and usable by individuals with disabilities to the maximum extent feasible.

Funding will be provided for the following program components:

  • (Part A): Planning and Demonstration Grants
  • (Part B): Implementation Grants

The purpose of the Implementation Grants component is to help applicants implement strategies or projects that are consistent with an existing action plan that addresses roadway safety problems. Funds may also be used for supplemental planning and demonstration activities as well as planning, design, and development activities for projects and strategies identified in an action plan. Applicants are encouraged to include supplemental planning and demonstration activities in their application.

Eligibility Notes:

Eligible applicants are:

  • Metropolitan planning organizations (MPOs)
  • Political subdivisions of a state or territory
  • Federally recognized tribal governments
  • Multijurisdictional groups of entities described in any of the aforementioned three types of entities

For the purposes of this program, a political subdivision of a state is defined as a unit of government under the authority of state law. This includes cities, towns, counties, special districts, certain transit agencies, and similar units of local government. A transit district, authority, or public benefit corporation is eligible if it was created under state law, including transit authorities operated by political subdivisions of a state. Nonprofit organizations are eligible if they were created under state law with roadway safety and/or planning responsibilities equivalent to a political subdivision of a state.

A multijurisdictional group of entities must identify a lead applicant as the primary point of contact.

Applicants must certify that they have an existing plan that is substantially similar to an action plan and has been finalized and/or last updated between 2020 and June 26, 2025. Refer to pages 10-11 of the NOFA file for details regarding eligible and ineligible action plans.

Applicants must also meet at least one of the following conditions:

  • Have ownership and/or maintenance responsibilities over a roadway network
  • Have safety responsibilities that affect roadways
  • Have an agreement from the agency that has ownership and/or maintenance responsibilities for the roadway within the applicant’s jurisdiction

Applicants that have never received federal funding from the funding agency are encouraged to partner with eligible applicants in the same region.

Additional consideration will be given to applicants that are in rural areas; support geographic diversity amongst the award recipients; request less than $10 million in federal funds; have finalized action plans that include all components by June 26, 2025; and/or have a high killed and serious injuries rate per $1 million in federal funding rate.

Each applicant may submit only one application to this program overall, and must apply for funding through only a single component. In most cases, different offices within a jurisdiction are considered the same applicant. Entities that received awards through this program in previous years are eligible to apply again.

States are not eligible to apply or be a co-applicant, but the funding agency encourages applicants to coordinate with states and other entities experienced with administering federal awards.

Narratives must be formatted on numbered pages with one-inch margins on all sides using no less than 12-point Times New Roman font. Narratives and maps must be submitted in .pdf format. Maps must also be submitted in spatial format.

The following are required in order to submit an application:

  • Unique Entity Identifier (UEI) number
  • SAM (System for Award Management) registration

Match Notes:

Applicants must provide at least 20 percent of the total project costs via cash or in-kind contributions. Unless authorized by statute, all matching funds must be from nonfederal sources. Tribal Transportation Program and Tribal Transportation Program Safety Funds may be used as nonfederal match.

Unrecovered indirect costs may be used as match.

Up to $200,000 of the required match will be waived for eligible applicants located in American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the U.S. Virgin Islands.

Matching funds may not include pre-award costs, unless authorized by the funding agency in writing.

Community Development Block Grant (CDBG) funds may not be used as match.

Funding Notes:

Up to $982,260,494 is available for this program overall, with a total of $580 million available to support an anticipated 40 to 70 awards ranging from $2.5 million to $25 million through this component.

At least 40 percent of the total funds available for this program overall must be awarded for developing action plans, including supplemental planning to update existing action plans, or demonstration activities to inform the development or update of actions plans.

No more than 15 percent of the funding available through this program may be awarded to eligible applicants in a single state.

In general, funds will be provided on a reimbursement basis.

The funding agency expects to obligate funds within 12 months after awards have been announced.

The project period may not exceed five years. All funds must be expended within five years after the award agreement is executed.

Funds may not be used for:

  • Projects and strategies whose primary purpose is not roadway safety
  • Projects and strategies exclusively focused on non-roadway modes of transportation, including air, rail, marine, and pipeline
  • Capital projects to construct new roadways used for motor vehicles
  • Infrastructure projects primarily intended to expand capacity to improve levels of service for motorists on an existing roadway, such as the creation of additional lanes
  • Maintenance activities for an existing roadway primarily to maintain a state of good repair
  • Development or implementation of a public transportation agency safety plan (PTASP) required by Title 49, Section 5329 of the USC
  • Pre-award costs, unless authorized by the funding agency in writing

In December 2024, a total of $172 million was distributed via 257 awards through this program overall. In September 2024, a total of $810,197,300 was distributed via 70 awards through this component.
