Summary:
The purpose of this program is to provide technical assistance using a community-driven approach to identify and plan strategic energy and resilience solutions that help U.S. coastal, remote, and island communities become more energy-resilient. For the purposes of this program, energy resilience is defined as the ability to anticipate, prepare for, and adapt to changing conditions and withstand, respond to, and recovery rapidly from energy disruptions. In addition to receiving technical support, selected communities may have the opportunity to receive direct funding for services rendered to help implement the technical assistance.
This program offers the following two distinct technical assistance tracks:
- Strategic energy planning: develop actionable goals for energy resilience planning
- Deep dive: implement a thorough analysis in support of identified community goals or a detailed specific project; examples of technical assistance include:
- Analyzing the feasibility and impacts of deploying local energy technologies that can provide resilience, reliability, and affordability
- Producing guidance for energy policy and decision-making
- Assessing leading-edge technologies and innovative energy system improvements

Selected communities must agree to:
- Participate in virtual meetings with ETIPP staff every two to four weeks during project scoping and throughout the remainder of the project
- Provide information and input requests by ETIPP staff in a timely manner
- Submit feedback about their experience in ETIPP during and after the project
- Be available to other local communities to share experiences and lessons learned via webinar or conference call
- Coordinate with community members and other stakeholders needed to participate in ETIPP meetings
Eligibility is limited to projects that benefit communities in ETIPP supported regions, as defined by the existing regional partners. Refer to the Eligibility section for additional information.
Eligibility Notes:
Eligible applicants are:
- Local governments, including municipalities, counties, cities, and towns
- Tribes or tribal organizations
- Community-based organizations, including nonprofit and non-governmental organizations
- Special purpose districts, including school districts, water districts, and sewer districts
- Academic institutions
- Municipal utilities
- Electric cooperatives
Projects must benefit communities in ETIPP supported regions, as defined by the existing regional partners. Refer to pages 7-8 of the NOFA file for a list of regional partners.
Academic institutions must be based in the United States. Private entities must be incorporated in and maintain a primary place of business in the United States.
Prospective ETIPP communities must arrange for at least two external organizations distinct from the applicant's organization to submit stakeholder support forms to support their applications. Ideally, these supporters should play a role in decision-making for proposed ETIPP projects. Stakeholders may include community organizations, government leaders, local utilities, and others.
There is no size limit for ETIPP communities. All teams will be evaluated on their engagement with a local community partner; however, teams may include support from regional or state development organizations as well.
During the application process, communities may select which of this program's two technical assistance tracks best meet their needs, and regional partners will advise on the track for which the community is best suited.
Only one application per applicant will be accepted; however, a project may have multiple goals.
Federal entities are not eligible to apply.

Funding Notes:
An unspecified amount of funding is available to support awards for services rendered to help implement the technical assistance provided through this program. Award amounts and project periods will vary according to technical assistance track, as follows:
- Strategic energy planning: awards of up to $20,000 for project periods expected to last 4 to 8 months
- Deep dive: awards of up to $50,000 for project periods expected to last 12 to 24 months
Technical assistance may not be used for:
- Conducting energy efficiency audits
- Buying or installing equipment, such as solar panels, wind turbines, or wind measurement towers
- Writing grants
- Providing advocacy support
